This Request for Information (“RFI”) is issued by Her Majesty the Queen in right of Ontario as represented by The Chief Electoral Officer of Ontario (“Elections Ontario” or “EO”), for the purposes of gathering information about the marketplace in order to assist in the determination of future purchasing options or requirements. Proponents are asked to respond to Elections Ontario and provide the information requested within the RFS document.
Elections Ontario (EO) is responsible for running elections for 10.2 million voters in Ontario. EO delivers an efficient, fair and impartial election by deploying around 50,000 staff across 7,000 polling locations. In order to better coordinate the delivery of elections, EO is looking for a Project Management Information System (PMIS) that can help in managing its projects effectively and efficiently.
EO manages a diversified portfolio of both IT and Non-IT projects across various divisions. A number of its projects varies between election and non-election years and the current open projects in EO are about 70. The PMIS will enable project staff (i.e. Project Managers and Project Coordinators) to have visibility on the project financials and help them track, monitor and control the project as well as budget/actuals and/or forecasts. The PMIS will also enable them to take necessary corrective actions (i.e. change requests (CRs), escalations, and reporting) when the project experience variances including overspent/underspent. The PMIS will enable the project managers to manage the work packages and milestones as well as provide EO with an organization-wide view of the portfolio through status reports.
EO’s current technology foot print includes MS Office, Great Plains Dynamics (Financials), Prophix (Budgeting and Forecasting) and SharePoint (Document Repository).
The PMIS will enable Elections Ontario (EO) to track project cost, schedule, scope and resources in an efficient and effective way.
