EO-210621-1 - EXIT RESEARCH SURVEY SOLUTION

Elections Ontario (“Client” or “EO”) is a non-partisan agency of the Legislative Assembly of Ontario working under the direction of the Chief Electoral Officer (“CEO”), an officer of the Legislative Assembly. EO is responsible for conducting provincial general elections, by-elections and referenda in accordance with the provisions in the Elections Act and the administration of Election Finances Act.
EO’s Research and Insights (R&I) unit is responsible for the evaluation of provincial election events as well as conducting research to support evidence-based decision making and organizational transformation through process improvements and strategy development at EO. 

The duration of the contract to be entered into between the CEO and successful Proponent(s) will be for a period of 1 year. In the event that an unscheduled provincial general election is called as the result of the defeat in the Legislature of a minority government, these services may also be required for a second provincial general election prior to June 2026.

The objective of this RFP is to solicit proposals from Proponents with research and project management expertise who will hire and work with teams of staff and EO’s R&I unit to successfully manage a province-wide research project evaluating voter perceptions and behaviour for the 2022 provincial general election.
The project will specifically evaluate voters’ experience through an exit survey and arrival rate counting at sampled polls in various electoral districts on election day, 8:00am to 9:30pm.  The Vendor will be responsible for all exit survey data collection as well as the logistics of EO’s automated arrival rate counting devices. 
Following a research methodology designed by EO (see section 5.II below), the Vendor will conduct and manage a research project in:

• 25 electoral districts located in all regions of the province, specifically Northern, Eastern, Northeastern, Central, Southern and Western Ontario.

• 225 voting locations using technology-enabled processes (a tentative list to be provided at the beginning of the contract).
