Elections Ontario (or “EO”) is a non-partisan agency of the Legislative Assembly of Ontario working under the direction of the Chief Electoral Officer (“CEO”), an officer of the Legislative Assembly. EO is responsible for conducting general, by-elections and referenda in accordance with the provisions in the Election Act and the administration of Election Finances Act.
EO is seeking proposals to assemble all of the election materials for the 2018 general election (as further described below) to be completed by March 9, 2018.
The successful proponent (“Vendor”) will be required to enter into an agreement with EO for the provision of the assembly of election materials that includes the Deliverables and Services outlined in this RFP. It is EO’s intention to enter into the Agreement with only one (1) legal entity or Vendor. The term of the Agreement shall be for a period of one (1) year. In the event that an unscheduled provincial general election is called as the result of the defeat in the Legislature of a minority government, these services may also be required for a second provincial general election prior to June 2022. This RFP will be used to select a qualified firm to deliver the services described herein. Respondents are asked to reply to EO and submit the information requested herein.
OBJECTIVE
The objective of this RFP is to solicit proposals from proponents to provide Elections Ontario with collation and assembly services of all necessary materials to conduct a provincial election that meets the business requirements
EO is currently preparing for the next general election which is scheduled for June 7, 2018. In order to meet extremely tight timelines for the delivery of election supplies throughout the Province, the preparation and assembly of material will begin May 8, 2017 and must be complete by March 9, 2018.
Elections Ontario requires that supplies be assembled according to the individual requirements for use by each of the returning offices for one hundred and twenty two (122) electoral districts as well as approximately thirty eight (38) subsidiary satellite offices. Legislation may be enacted in autumn 2017 that increases the number of electoral districts to one hundred and twenty four (124). The material will be packed, numbered and documented according to shipping lists provided and placed on skids suitable for storage in EO’s warehouse at 51 Rolark Drive as described in section 3 of this document.
