Description

This Request for Proposals is issued by Ontario Health as an invitation to proponents to submit proposals for a solution to facilitate the exchange of clinical patient and other healthcare system data that will be subject to a proof of technology process. Subject to the successful completion of the proof of technology process, as determined by Ontario Health in its sole discretion, this solution may be declared an information technology (IT) standard by Ontario Health for the exchange of healthcare data in Ontario.
The solution will be founded on an HL7 Fast Healthcare Interoperability Resources (FHIR)-based server(s), and will support the following in a cloud environment:

Repository
Electronic Health Record (EHR) catalogue
Fetch model

The long-term goal of this RFP is to seek a solution to replace the legacy technology used in Ontario for the exchange of clinical or other healthcare system information, by selecting a solution that may be declared an IT standard for Ontario Health, in a cost-effective, operationally reliable, secure, scalable, high throughput, low latency and highly available environment.
The solution will support Ontario Health’s mandate under the Connecting Care Act, 2019 which is to manage health service needs across Ontario. This will also be consistent with the Ministry of Health’s health-system strategies to ensure the quality and sustainability of Ontario’s healthcare system through health system operational management and co-ordination, and digital health, information technology and data management services.
