Defence Construction Canada – Request for Abbreviated Proposals (RFAP) for Environmental Professional and Engineering Consultant Services, NB200001, Decommissioning of the Underground Complex, 22 Wing North Bay, Hornell Heights, Ontario
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from environmental and engineering consulting firms to provide the following professional services:

- Component 1:
- Conduct a records review;
- Conduct interviews and compile requirements;
- Conduct site visits;
- Prepare a summary report; and
- Prepare a work plan and Rough Order of Magnitude (ROM) cost estimate for additional studies.
- Component 2:
- Implement the approved work plan;
- Complete a feasibility options analysis;
- Additional contemplated tasks may include:
- Develop a conceptual site model;
- Develop remediation/risk management options analysis and strategies;
- Develop human health and/or ecological risk assessments;
- Develop plans and specifications for remediation including providing support during the tender phase and construction phase of remediation work; and,
- Confirmatory sampling and reporting to document success of remediation activities.
- Component 3:
- Prepare tender ready documents for the decommissioning and closure of the UGC;
- Tender Phase Services (TPS); and
- Construction Phase Services (CPS).
Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the proponent with the highest total score.

Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System.
