Defence Construction Canada (DCC) – ES21SLEL – Request for letters of interest: Quick Response Electrical Engineering Services, CFB Esquimalt, BC
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Province of British Columbia, Defence Construction Canada (DCC) is seeking to establish a source list of electrical engineering firms interested in providing low dollar value professional services to meet DND requirements at CFB Esquimalt, BC as and when required. Work under this source list includes electrical engineering services.
Only firms with offices located within a radius of 50 km of the DCC Office located at CFB Esquimalt, PO Box 17000 Station Forces, Victoria, BC, V9A 7N2, will be considered for inclusion on the list.
Commissions are expected to be valued between $5,000 and $50,000 and should not exceed $100,000. The total amount of opportunities under the source list will not exceed $500,000. However, this is not a commitment by DCC to spend this or any amount.
The source list is expected to remain in place for a period of two (2) years, or for maximum value of $500K whichever comes first. DCC reserves the right to suspend the use of the list at any time.
Submissions
Firms interested in being considered for this list are asked to submit their interest by submitting the RESPONSE FORM by the Closing date/time indicated in the MERX Electronic Bidding System.

Security Requirements:
There are no security clearance requirements required for inclusion on the source list. However, firms are advised that the majority of commissions may require clearances issued through the Canadian Industrial Security Directorate (CISD), Public Service and Procurement Canada (PSPC). Firms are highly encouraged to obtain their Designated Organizational Screening (DOS) security status from CISD/PSPC.
For opportunities containing security requirements, DCC will invite from the source list the next firm in rotation that holds the required security classification/clearances.
DCC reserves the right to initiate commissions with a higher industrial security clearance requirement if required.
Call-up Process:
Firms will be selected on a rotational basis and invited to confirm they have the qualifications needed to meet the requirements of the opportunity. Once DCC is satisfied that the firm’s qualifications are acceptable, DCC will attempt to negotiate an agreement for the services with the firm. If an agreement cannot be reached, DCC will have the sole right to terminate negotiations at its discretion and will restart the process with the next firm on the rotation.
The consultant and its key personnel shall be, or be eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the Province or Territory in which the project is located.
This opportunity is not subject to trade agreements.
