DEFENCE CONSTRUCTION CANADA (DCC) – Project HAYSL10_SC79494 – Annual Servicing, Residential Housing Units, CFB Shilo, Manitoba
The work includes, but is not necessarily limited to, the supply of all labour, materials, equipment, supervision, overhead, profit and all other charges including bonding, mobilization, demobilization and Covid-19 prevention requirements to complete annual servicing at various DND Residential Housing Units (RHU) and Apartment Complexes at CFB Shilo, Manitoba.

As per Acknowledgement Document, Item 7 – Bidders are advised that it is understood and agreed that in the event of their Tender being accepted within 30 (thirty) calendar days of the date and time stated for closing of tenders and their failing or refusing to carry out the contract in accordance with the terms of their Tender, their bid security, if required by the tender, (i) if in the form of a wire transfer, shall be forfeited to His Majesty the King in Right of Canada, or (ii) if in the form of a Bid Bond, the Bonding Company shall be liable in accordance with the Bond.

Bids from bidders whose names do not appear on the list of bidders who ordered the tender documents may be declared invalid.
NOTE: There is no site visit scheduled for this opportunity. Bidders wishing to visit the site may request a site visit by contacting the DCC Contracting Authority mentioned above. At the discretion of DCC, a site visit may be arranged if possible.
The Work for the first year of the contract must be completed no later than March 21, 2024. The Work for the second year of the contract must be completed no later than February 28, 2025. Refer to Specification Section 01 00 00 Paragraph 1.4 for additional schedule details.
The contract will be in place from the Notification of Award to February 28, 2025. If mutually agreeable between the Contractor and DCC, the contract may be extended for two (2) additional one (1) year periods with the same Terms and Conditions and applicable cost escalation. Refer to Specification Section 01 00 00 Paragraph 1.4 for completion dates on the option years. The Contractor will be advised within ninety (90) calendar days of expiry of the contract if the option to extend will be executed.
If the option to renew this contract for the first optional period is exercised by Defence Construction Canada (DCC), the annual amount submitted for FY2024/2025 (June 1, 2024 to February 28, 2025) will be adjusted at the two-year anniversary of the award by calculating the percentage change in the Bank of Canada’s Consumer Price Index, all-items excluding eight of the most volatile components as defined by the Bank of Canada and excluding the effect of changes in indirect taxes (CPI). The adjustment would be in effect starting the month after the two-year anniversary. The rates will then be adjusted annually thereafter on the anniversary of the award by calculating the 12-month percentage change in the CPI for the final extension period if exercised by Defence Construction Canada. There will be no retroactive rate adjustments. The CPI used for calculation will not be seasonally adjusted.
This procurement is being conducted in accordance with the requirements set out in Chapter Five of the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (GPA).
