Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants/contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
This project is to design and construct Junior Non-Commissioned Members (NCM) Training Accommodations infrastructure at CFB Esquimalt that is intended to replace the aging accommodations building. In addition to the accommodations rooms and mess, the infrastructure will also include a Dining Facility, Library, Fleet Mail Office, Coffee Shop, Base Duty Watch and Defaulter Accommodations, and supporting Administrative and Operational Support (i.e. janitorial, laundry) areas.
Description of the Services
The project may consist of, but is not limited to, the following design and construction work:
- Demolition of buildings
- Upgrading site utilities
- New build of accommodation areas, including:
- Food preparation and cooking area;
- Cafeteria style eating area;
- Post office area;
- Library area;
- Convention/conference areas; and,
- Training/learning areas.
The work listed above may be procured as one or more contracts. The estimated cost for this project is in the order of $147,000,000. It is anticipated that this procurement will be initiated in February of 2020. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants/Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants/Contractors are asked to submit their request prior to August 26, 2019 quoting the following information:
- Contract number HQ00264; and
- Level of clearance requested to be sponsored for.
