Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the program
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity for various Department of National Defence/Canadian Forces locations within the British Columbia mainland. The program may include, but is not limited to: design of, and/or implementation of new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but is not limited to land surveying, materials testing, geological studies, environmental studies, and architectural and engineering design services.
Overall program value is estimated at $5,000,000.00 with the maximum value of $1,500,000.00 for any individual project.
Description of the Services
The program will consist of construction projects that may include, but are not necessarily limited to the following:
- General construction services including design, repairs, expansions, and / or replacements of partial and complete facilities, including sidings, windows, roofing, flooring in various facilities and the construction of complete new facilities.
- Electrical and Control systems repair and / or replacements including electrical distribution systems, primary service installations, diesel generators, and other building related electrical components including fire detection, instruction alarm, and security upgrades.
- Mechanical system repair and / or replacements including supply and installation of heating, air conditioning and ventilation systems, sprinkler and plumbing services, water treatment plant maintenance, fire protection services and building management control systems.
- Specialized services for the installation of security fencing and automatic gates, hazardous materials abatement, building demolition, paving and general civil works, garage and overhead doors, fuel tank and related piping / accessory replacements, general ground maintenance, tree pruning, bridge construction and inspections of various building architectural, structural and other engineering services.
It is anticipated these procurements will be initiated in the period of April 1, 2020 through March 31, 2021. This is conditional on the projects receiving approval to proceed by the DND.
Security Requirements
Consultants and Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Process
Consultants and Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). Consultants and Contractors are asked to submit their request quoting the following information:
- Contract number CK181819; and
- Level of clearance requested to be sponsored for.
