Purpose of This Advance Procurement Notice
This is not a bid solicitation. This is an advance procurement notice for a procurement tool with anticipated security requirements to provide interested consultants with an opportunity to apply for security clearance. Note that there is no guarantee that this procurement tool will proceed.

Description
Procurement tool for surface and ground water sampling at Garrison Valcartier and other regions (Québec)

Description of the Services
In accordance with the regulations and procedures of the province and the professional associations where the project will be carried out, the intent of this tool is to perform the following type of work:

Surface water sampling
Ground water sampling
Minor repair of observation wells
Effluent monitoring
Piezometric survey
Sampling management
Laboratory analysis
Output presentation
Technical report editingAnnual expenditures will be approximately $1,000,000.00 per year

The duration of the procurement tool would be of approximately two (2) years including an extending possibility of two (2) additional periods of one (1) year each.

The procurement is expected to be implemented by January 2019. This date is conditional on the project receiving approval to proceed from the Department of National Defence (DND).

Security Requirements
Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).

Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).

Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement tool can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to October 18, 2018, quoting the following information:

Level of clearance requested to be sponsored for.
