Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested firms an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The purpose of this project is to contract the work of a firm for the delivery of facility maintenance and support services at various armouries at Valcartier Garrison, Defence Research and Development Canada and the surrounding area. The services will be provided in the following armouries, among others: Trois-Rivières, Lévis, Beauceville, Montmagny, Rimouski, Matane, Rivière-du-loup and Lac-Mégantic. Work will include, but will not be limited to, maintenance and support services for buildings, parking lots, sidewalks and landscaped areas.
Description of the Services
For this project, the scope of work may include, without being limited to, the following services that will require compliance with the security requirements:
- Inspection, testing, maintenance and repair of the building and its equipment
- Plumbing systems
- Electrical systems
- Door systems
- HVAC systems
- Cleaning and housekeeping services
- Environmental Management
- Hazardous Waste Management
- Integrated Pest Management Services
- Landscaping and grounds maintenance services
- Snow and ice clearing services
- Solid waste management
The estimated value is approximately 3,000,000.00$.
It is anticipated that this procurement will be initiated in winter 2020. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Firms will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) or FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Firms that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc‑cdc.gc.ca/english/contractors_consultants.html. Firms are asked to submit their request prior to September 16th 2019 quoting the following information:
- Contract number QO200001; and
- Level of clearance requested to be sponsored for.
