In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Province of British Columbia, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to provide the following professional services at 19 Wing Comox, BC: Design and Develop Plans and Specifications for Pipelines and Petroleum infrastructure; Compliance Evaluation on Pipeline, Petroleum, Oil, & Lubricant (POL), and Petroleum Infrastructure; Ultrasonic Testing (UT) of Jet Fuel piping; Precision leak testing for underground portion of pipelines; Non-destructive testing (NDT) inspection; Corrosion Testing; Verify pipeline integrity; Preparation of Concept Designs of Petroleum Infrastructure; Preparation of Statement of Requirements; Tender Call Services; Construction Phase Services.
The objective of this Request for Abbreviated Proposal (RFAP) is to select one (1) firm,
who will establish a Standing Offer Agreement (SOA) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $300,000.00, for a period of three (3) years from the date of establishment.
If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to
two (2) additional one-year periods and increased in the order of $100,000.00 for each additional period, for a possible total maximum value of $500,000.00 over the SOA.
Call-ups under the SO are expected to be valued between $20,000 and $60,000. The maximum value of a Call-up is $100,000.
Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposals. The criteria relate to previous achievements and experience, as well as technical and managerial expertise. The objective of this Request for Abbreviated Proposals is to select the proponent with the highest total score.
