Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential Source List with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this Source List will proceed.
Description of the Source List
Under the direction of the Director General Infrastructure and Environment Engineering Services (DGIEES), the Director Architecture and Engineering Services (DAES) group has the mandate to validate and increase their knowledge and understanding of DND built infrastructure. In this case, DAES group is looking to validate and populate the master database of all DND buildings in the Real Property Spatial Data Warehouse (RPSDW). Acknowledging that data may exist within current holdings, but not necessarily accurate, complete or in a standard format, the DAES group is seeking to validate the existing data, and where gaps have been identified populate the missing information.
Data uploaded into the RPSDW is integrated with DRMIS via automated data exchange, together these tools and common data environment form the Infrastructure & Environment Reporting Integration System (IERIS).
Description of the Services
The data that is generated by LiDAR technologies can be used to digitize an existing asset. This digitization can be either in the form of a 2D drawing or a 3D model. DND plans to generate the 2D plans of the asset, with future plans to create an intelligent 3D model.
The purpose of the tool is to collect all spatial data features inside DND buildings at bases/sites across Canada to provide the following standardized outputs.
1- Mobile LiDAR Scan:
Produce an accurate and comprehensive existing conditions representation of the building digitally. Electronic files shall be delivered in. LAS and/or .PLY file format; and delivered on an approved, secure portable hard drive.
2- General Floor Plans:
Produce general floor plans that reflect as-built conditions of DND buildings.
3- Area Measurement:
Apply area measurement standards to produce Area Measurement drawings.
4- Space Management:
Produce Space Management drawings that as a minimum include room/space classification, and occupancy information.
Security Requirements
Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to December 5, 2019 quoting the following information:
- 71535; and
- Level of clearance requested to be sponsored for.
