Armoured Combat Service Vehicle (ACSV) Program
(with Security Requirements)
Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants/contractors and sub-consultants/sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The Canadian Army (CA) and ADM(Mat) are currently delivering a series of projects to replace many of the Canadian Armed Forces (CAF) support vehicles. The CA requires infrastructure for the maintenance and storage of Armoured Combat Support Vehicles (ACSV), located at several bases across Canada. The infrastructure requirement is to support the acquisition of ACSV and must be capable of providing interior parking, parts storage, administration, and maintenance capabilities.
Description of the Services
Work associated with the ACSV infrastructure could include, but not be limited to, design and new construction of storage, maintenance, and administrative facilities located at Canadian Forces Bases in Petawawa, Borden, Kingston, Valcartier, Gagetown, Edmonton, and Shilo.
The ACSV infrastructure work at the above locations is projected to occur between 2022 and 2027.
The estimated cost for each location is in the order of $10-40M. This is conditional on the program receiving funding approval by the DND.
Security Requirements
Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Security Program (CSP), Public Services and Procurement Canada (PSPC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Security Program (CSP), Public Services and Procurement Canada (PSPC).
Process
Consultants/Contractors and Sub-consultants/Sub-Contractors that do not meet the stipulated security requirements and that are interested in submitting for future procurements that may fall under this project can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements . The following information is to be provided with the request prior to March 7, 2022:
- Contract number WO202106 - 76753; and
- Level of clearance requested to be sponsored for.
