The Town of Carleton Place wishes to acquire the services of a Consultant with expertise to facilitate a service delivery and fee review of the Town’s Recreation and Culture Department to properly describe and evaluate recreation and culture operations including governance, staffing levels, financial resources including fees charged for various services and current procedures; critique the Department's operating effectiveness and efficiencies based on credible benchmarks and best practices; provide recommended changes to organizational structure, staffing and qualifications, and to identify service delivery improvements to administrative processes and systems, and policies and procedures.
