This Request for Proposal (“RFP”) is issued by CorHealth Ontario, as an invitation to prospective respondents to provide Consulting Services for an Information & Digital Strategy to ensure fulfillment of our mandate. This is in an effort to optimize our organizational effectiveness and efficiency, and deliver valued information to our customers, partners, and the public. The CorHealth Ontario internal team members and information steering committee will inform current data flow, assets, stakeholder needs and future vision for the organization.
Key Deliverables of the Information & Digital Strategy
1. Define the business critical data we need to fulfill our strategic mandate, and provide options for collecting or gaining access to these data;
2. Review current state of our information management and information technology products and services (data holdings and use, people, process, technology) related to business critical data;
3. Define the key users of business critical data, present and future;
4. Propose structures and process options for the collection of business critical data, as well as, for integration from other data sources;
- Design a roadmap for achieving items 1-4, the proposed future state, including goals, objectives, resource considerations, and expected outcomes of the new Information & Digital Strategy;
- Describe and intersect with the ministry and other critical stakeholders to ensure viability of proposed plans;
- Develop functional requirements for the future state of data collection and access.
Data & Analytics
- Identify data elements in use today, and future data needs, to meet the organization’s mandate; overall, and specifically for the registry;
- Identify potential sources of required data, purpose, use, architecture and consumers for the required data;
- Identify opportunities for improved use of managed and accessible data holdings, and integration/sharing with other data sources; including, but not limited to, advanced analytics, predictive modelling, and resource planning;
- Profile customers, their needs, and what they value in terms of our products and services;
- Review and assess people, process, and technology requirements to deliver our products and services to our customers (e.g. business intelligence);
- Identify opportunities to increase operational effectiveness, efficiency, and quality through use of technology and automation;
- Identify key data partners and strategies for mutually beneficial working relationships;
- Recommend data governance models appropriate for organization.
Architecture Review
- Identify current functionality and future state design requirements of the registry, and other organizational digital systems/technologies;
- Review and assess IT systems architecture and design for performance, security, capacity, etc.;
- Review and assess the people, process, and technology requirements to operate and access the IT systems and infrastructure to meet our needs going forward;
- Identify opportunities to strengthen IM/IT services, while managing total cost of ownership (e.g. cloud services, two-tier authentication, data center);
- Ensure alignment with emerging/disruptive technologies and leading practices, cyber security policies, procedures, PHI requirements, and constraints.
- There is no guarantee of the value or volume of work to be assigned pursuant to this RFP. Any agreement executed with a Respondent will be a non-exclusive contract for the provision of the described Services. The Purchaser may contract with others for the same or similar Services, by way of a further procurement or otherwise, or may obtain the same or similar Services internally.
Term: The term of this engagement is anticipated to start the week of September 18th, 2017, and complete by March 31, 2018.
