Summary Notice and Notice of Intended Procurement
This Summary Notice and Notice of Intended Procurement is issued by Centre d’excellence en approvisionnement FRANCOachat and its participating agencies (“CEA FRANCOachat”) for procurements covered by the Canadian Free Trade Agreement and/or the Comprehensive Economic and Trade Agreement to provide summary information in relation to specific procurement, as detailed below.
A. Summary Notice
1. Subject Matter of Procurement
Site Preparation and Service Connections of Two (2) New Portable Classrooms at École Élémentaire Catholique Saint-Thomas-d’Aquin.
This Request for Quotations (the “RFQ”) is an invitation by Centre d’excellence en approvisionnement FRANCOachat and its participating agencies (“CEA FRANCOachat”) to prospective respondents to submit quotations for Site Preparation and Service Connections of Two (2) New Portable Classrooms at École élémentaire catholique Saint-Thomas-d’Aquin, as further described in Section A of the RFQ Particulars (Appendix B) (the “Deliverables”).
The Centre d’excellence en Approvisionnements FRANCOachat (CEA FRANCOachat) is a shared service organization providing procurement services for member school boards in the province of Ontario.
This competitive procurement process is being completed on behalf of the following school board:

Hereinafter, the above-named school board is referred to as "Board" unless otherwise specified.
This competitive procurement process ("Process") is an invitation to obtain Quotations for the site preparation and service connections of two (2) new portable classrooms at École élémentaire catholique Saint-Thomas-d’Aquin, located at 1245 chemin Village, Astorville, ON P0H 1B0. The standard form of contract will be a Stipulated Price contract in the form of a CCDC 2-2020 with Supplemental Conditions, in accordance with all Bid Documents and Terms and Conditions outlined herein (the “Contract”) will be applicable.
It is anticipated that the Site Preparation may commence on or about May 1, 2024, provided that the work does not interfere with normal school operations and the Contractor’s work plan is approved in advance by the Owner. Substantially Complete Site Preparation work no later than June 15, 2024.
The successful respondent will assume the prime constructor responsibility and will be asked to coordinate and work with BECC Modular, who will deliver and supply the two new portable classrooms.
The Board requires the substantial completion of the project, be complete no later than August 16, 2024. This includes fully functioning electrical services, fire alarm, data and public address systems.

A MANDATORY review of the existing site and premise, with the Board’s representative present, has been arranged for respondents: Respondents are to meet at the school’s front entrance at 3:30 PM on February 20th, 2024.
9. CFTA/CETA
Unless otherwise indicated, and subject to applicable exceptions and exclusions, this solicitation is covered by Chapter 5 of the Canadian Free Trade Agreement, and, where the contract value meets or exceeds applicable contract value thresholds, by the Chapter 19 of the Comprehensive Economic and Trade Agreement.
