Selection of the Design Consultant will be by competitive proposal process, as per the tendering policy of Indigenous Services Canada (ISC), in response to this Terms of Reference. Proposals are requested at this time. The following schedule of activities is provided for planning purposes only. The Project Team reserves the right to cancel the activity or change the schedule. The successful Proponent must submit a digital submission by the specified due date shown below with a password protected cost component.

Proposal Due:                                                 July 28, 2023 @ 2:00 PM EST (Digital Submission – two (2) files; one (1) technical section and one (1) password protected cost section) and four (4) hard copies of the proposal must be provided within five (5) business days of the proposal due date.

Estimate Designing Consultant Award:               August 9th, 2023

Colliers, BHFN, technical advisors and ISC shall be the Evaluation Team involved in the review and selection of the Design Consultant. The Contract will be between the Design Consultant and BHFN.

All information related to the cost is to be contained in the “Cost Section” only and provided in a separate password-protected pdf. The password will not be provided until requestes by the Project Team. All files have a maximum size of 15 mb. The electronic submissions will be followed by one paper (hard copy) submitted to the BHFN no later than 5 days after the submission.
