The video surveillance system in the courthouse building includes interior and exterior camera coverage connected to central monitoring post stations and video recorders within the facility. Monitoring stations are manned by courthouse police and court personnel during court business hours.  
 
All systems are in a state of disrepair due to lack of availability of suitable replacement parts or irreparability of the equipment itself. Systems break down often and have become unreliable. In addition, the systems do not provide the level of coverage currently required by MAG. The removal and replacement of the system must be carefully planned and executed to minimize disruption to the work and security of the courthouse.  Courthouse operations cannot be impacted by the upgrade.
 

1. The project scope is to complete an assessment of existing Video Surveillance System, identify gaps and assess new requirements along with upgrade of all system components and develop a new enterprise level IP based video surveillance system to replace the existing along with all necessary programming specs to be developed by the prime consultant required for the video surveillance system implementation and operation.

1. The existing video equipment needs to be replaced in its entirety with a new system that employs the most current digital IP based technology available in the Canadian market. Dependable continuous video surveillance is anticipated for all required areas of the courthouse facility. Areas requiring video surveillance include all prisoner handling areas, public areas as well as exterior entries and exits.  
2. Images from prisoner handling areas and images from public areas will be displayed on monitors in the police control room. Programming will permit the Police to see only Prisoner Handling areas or Public areas or both. Images from public areas (both interior and exterior) will be displayed on monitors located in the Police Offices and in the Courthouse administration area as shown in the preliminary sketches in Appendix Q for reference purpose.
