Request for Proposals No. 01317-96889-P01 EcoDrive I2V Project - Connected Vehicle Proof of Concept - Urban Freight Movement Study
Requirement:
The City of Ottawa seeking proposal submissions to provide professional traffic study services for a proof of concept project related to the provision of Infrastructure Data from Traffic Signals to Connected Vehicles.
The purpose of this project is to provide operational information from traffic signals to drivers in a format that will allow a driver to make more informed decisions regarding the operation of their vehicle. This will possibly decrease the amount of fuel consumed, reduce the number of stops, lower emissions as well as easing driver frustration.
The Ministry of Transportation for Ontario (MTO) approached the City of Ottawa to participate in a proof of concept project related to the provision of Infrastructure data from traffic signals to Connected Vehicles.
At a high level, this study is a pilot project that will demonstrate whether commercial vehicles driving in an urban freight corridor will benefit from being provided the right information, at the right time and that driver behaviour will be subsequently influenced in a positive manner. Potential benefits include reduced greenhouse emissions, improved vehicle progression and possibly fewer collisions.
To accomplish this, the Proponent shall partner with a Goods Movement Company(s) of their choice and with whom they will be able to collaborate with to accomplish the goals of this innovative and ground breaking project.
Inquiry Period:
All inquiries and questions regarding this RFP must be directed to the Contracting Authority specified herein. Inquiries and questions must be provided, in writing (by email) no later than the Friday, 10 February 2017. The Contracting Authority will provide answers to inquiries to all Proponents by written addenda throughout the question and answer period without naming the source of the inquiry. The final addendum will be released no later than Wednesday 15 February 2017. It is the responsibility of the Proponents to confirm that the Contracting Authority has received their inquiries.

All Tender submissions must be received MUST be received NOT LATER THAN 3:00 P.M. LOCAL TIME, on Wednesday, 22 February 2017.
Offers received after this date and time will not be considered, and will be returned, unopened, to the Bidder.
