Description

Requirement
The Transit Operations Branch (Rail Operations) of the City of Ottawa, hereinafter referred to as the City, has a requirement for the supply and delivery of Ultra Low Sulphur Diesel Fuel (ULSD #1) (the “Fuel”) for on-site, “Direct to Locomotive” refueling services for the O-Train (Trillium Line), in accordance with the specifications, and terms and conditions of this Request for Tender.

The Procurement of goods and/or services specified in this bid document may be subject to the provisions of the Agreement on Internal Trade (AIT) and/or the Ontario-Quebec Procurement Agreement (OQPA).

All Information submitted in response to this RFT is subject to the provisions of the Municipal Freedom of Information and Protection of Privacy Act.

Basis of Award
The City intends to award a contract to the lowest responsive bidder based on the Total Tender Price (HST excluded) set out in Price Schedule “A”, minus any prompt payment discount offered.

Period of Contract
The period of contract is two (2) years from Monday, 29 May 2017 to Sunday, 27 May 2019.
This contract may be extended for up to three (3) optional one (1) year extension terms (2020, 2021, and 2022) subject to the Contractor’s satisfactory performance, product and service availability, the requirement of the City for the goods and services, availability of funds, and compliance with emissions standards. All contract extensions must be mutually agreed upon by both parties.
