15218-92517-P02 - PWES/TIESS/ESDPIB West Ottawa Flow-Through Sations Upgrades

The City of Ottawa is seeking proposal submissions to provide professional engineering services to carry out the preliminary design, detailed design, tender documents, construction contract administration & inspection and engineering support services during construction as described in RFP No. 15218-92517-P02.
Background:
The Britannia, Lincoln Heights, McEwen and Pooler flow-through wastewater pumping stations connect small catchments to the West Nepean Collector. Each station consists of a submersible pump (two pumps, in the case of McEwen) and a valve in a manhole below grade. The pump only runs when the water level in the collector is high and is meant to protect sewage backups that could lead to basement flooding. Above ground, there are electrical, communications and control panels at each location. The stations have no redundancy in the event of power, pump or valve failure which has led to reliability issues in the past.
Scope of Work:
The scope of this project is to complete mechanical, electrical and controls upgrades necessary to reduce failures by improving the reliability of the pumping stations.
Objectives: 
The project aims to upgrade and improve the reliability of the Britannia, Lincoln Heights, McEwen and Pooler wastewater flow-through pump stations to reduce the risk of basement flooding in the catchments served by these stations.
Proposed Period of Contract(s)
The proposed period of the design contract will be from the date of award to 15 January 2019.
Subject to satisfactory service, terms and conditions, contingent upon approvals, budget and construction timing window, and at the City’s sole discretion, the contract may be extended to 30 November 2019 for Construction Administration and Inspection Services. An extension is to be mutually acceptable, and subject to a continued requirement by the City.
