Description

Requirement: The City of Ottawa, hereinafter referred to as the City, is seeking qualification submissions to provide professional engineering services to carry out professional engineering services for the Replacement of Piperville Rd Bridge over Bear Brook (SN223150), as described in the Terms of Reference, attached hereto as Annex “A

Anticipated Period of Contract(s)

The anticipated period of contract for design services is from the date of award to 28 February 2020.

Subject to satisfactory service, terms and conditions, contingent upon approvals, budget and construction timing window, and at the City’s sole discretion, the contract may be extended to 31 December 2020 for Construction Administration and Inspection Services. An extension is to be mutually acceptable, and subject to a continued requirement by the City.

General Project Description

Piperville Rd Bridge over Bear Brook (SN 223150), built in 1965, is a single span reinforced concrete slab on steel I-girder bridge with an overall span of 9.14 m and an overall width of 9.8 m. The superstructure arrangement consists of six steel I-girders supporting a 190 mm thick waterproofed reinforced concrete deck with an asphalt wearing surface. The substructure consists of reinforced concrete abutments on timber piles with attached wingwalls. The structure carries two lanes of traffic, running in an east west direction over Bear Brook. Both sides of the bridge are bordered by a thrie beam guiderail barrier system and a steel beam guiderail system is present on each side of both approaches.
The structure is generally in ‘poor’ condition and programmed for life-cycle replacement based on a risk and criticality assessment.

Asset condition presents a manageable risk of impact to service/safety. The bridge replacement is to be undertaken according to the programmed schedule.
The existing bridge shall be replaced with a structure meeting the current CHBDC requirements. Given the site characteristics and durability concerns, a bridge without joints is required. The existing timber piles would likely require that the bridge span be increased. The preferred structure type shall be determined in the preliminary design report.
