Description

Requirement
1. The City of Ottawa hereinafter referred to as the City, is seeking proposal submissions to provide professional engineering services for Design and Construction Administration Services, as described in the Terms of Reference attached as Annex “A” – Terms of Reference and Annex “B” – Construction Administration Services Terms Of Reference.

Proposed Period of Contract(s)
1. The proposed period of the design contract will be from the date of award to 30 May 2021.
2. Subject to satisfactory service, terms and conditions, contingent upon approvals, budget and construction timing window, and at the City’s sole discretion, the contract may be extended to 31 December 2022 for Construction Administration and Inspection Services. An extension is to be mutually acceptable, and subject to a continued requirement by the City.
3. Contingent upon approvals and budget and construction timing window, the contract may be extended to 31 December 2022 for Engineering Support Services during Construction. An extension is to be mutually acceptable, and subject to a continued requirement by the City.

Background:
Milton Road Bridge (SN893100) is a three-span reinforced concrete slab-on-prestressed concrete girder structure crossing Bearbrook Creek. The bridge has an overall span length of 35.1 m, overall width of 9.8 m and roadway width of 7.9 m. In its current configuration, the bridge carries one lane of traffic in each direction and is bordered by a double-rail concrete parapet wall with concrete curb on each side. The bridge was constructed in 1977 and underwent a major rehabilitation in 1992 that consisted of waterproofing & paving the bridge deck, replacement of expansion joints, replacement of aluminium railing system to double-rail concrete parapet walls, modifications of deck drains, miscellaneous concrete repairs, and reconstruction of approach guide rails.

The Quesnel Bridge [Russell Rd] over Bearbrook (SN893010) was constructed in 1951 and is located on Russell Road, 0.19 km west of Birchgrove Road. The bridge is a single span reinforced concrete frame with 5 rectangular beams of variable depth, has an overall span of 27.13 m, and an overall width of 10.2 m. The structure was rehabilitated in 1977 and 1989.

The two structures are generally in ‘poor’ condition and are programmed for renewal to extend their service lives based on a risk and criticality assessment.
