Requirement
The City of Ottawa, Fleet Services (the “City”) is requesting standing offer submissions from qualified Offerers to provide various types of machinery and equipment with operator for rental to the City of Ottawa on an “as and when requested basis”, and in accordance with the Specifications, Terms and Conditions of this Request for Standing Offer (RFSO).
Note to Offerers: This RFSO “Refresh” is being distributed for the sole purpose of adding new suppliers to the RFSO eligibility list(s). This is not a new request for standing offer. No changes to any specification, term or condition of this RFSO will be considered. All new Offerers must accept the terms and conditions of this RFSO “as-is”.
Standing Offer Closing Date
All Offer submissions must be addressed to the attention of the Administrative Authority, identified herein, and uploaded to the MERX online tendering system by no later than 3:00 P.M. local time on Thursday, 20 May 2021. Late Offer submissions will not be accepted. Offers submitted by email or facsimile will not be accepted.
Period of Standing Offer
The proposed period for placing call-ups against this Standing Offer shall be from the Date of Authorization until 15 May 2023. During the second year of the Standing Offer period (16 May 2022 to 15 May 2023):
- The City may elect to remove Offerers from the Standing Offer; or
- Existing Offerers may elect to remove themselves from the Standing Offer.
Inquiries and Addenda
Prospective Offerers may submit inquiries for clarification purposes only. Such inquiries shall be submitted in-writing to the Administrative Authority, identified herein, by the inquiry deadline specified in this RFSO. The City’s clarifications will be issued via written Addenda, distributed by the Administrative Authority, however no changes to any Specification, Term or Condition of this RFSO will be considered. Offerers must accept all RFSO terms and conditions “as-is”.
All inquiries concerning this RFSO shall be directed in writing to the Administrative Authority via the MERX QA module by Friday, 07 May 2021. The City is not obligated to respond to an inquiry or question received after this time period has elapsed. Should an Offerer be unable to submit their inquiry via the QA module then they may submit their inquire in writing via email to the Administrative Authority. The City reserves the right to modify the wording of any submitted question, when presenting a response thereto, to ensure that the identity of a prospective Offerer is not revealed. Any oral statement or other representation from any source should not be accepted as binding, unless confirmed through an official written addendum.
All correspondence or contact by interested parties with the City must be directly and only with the Administrative Authority representative identified herein. Offerer and prospective Offerers are prohibited from communicating with any person other than the identified Administrative Authority regarding this RFSO until after authorization of Standing Offer.
