Requirement

The City of Ottawa, Fleet Services (the “City”) is seeking information from qualified suppliers with expertise and experience in providing washing services for City-owned vehicles. The purpose of this Request for Information (RFI) is to:

Request propose solutions from qualified suppliers interested in providing vehicle washing services for City-owned vehicles that could meet the City’s requirements, specified herein;
Request information from the supplier community in order to refine the requirements, scope of work, work processes and specifications for inclusion in a future procurement project for washing services for City-owned vehicles;
To provide the supplier community with an opportunity to review the draft requirements, scope of work, work processes, and specifications, and to provide comments thereon;
To seek Vendor Information Sessions / meetings with organizations with the ability to provide solutions for the work contemplated in this RFI.

Background
The City currently has a fleet consisting of approximately eight-hundred and eighty-six (886) vehicles and equipment that are maintained by the Fleet Services Branch. As part of ongoing maintenance, the City is seeking vehicle washing services for City-owned light fleet vehicles in order to prevent premature rust and corrosion of vehicles.
Types of vehicles in the estimated scope of work includes, but is not limited to:

Passenger Vehicles including Automobiles, Sport Utility Vehicles and Minivans
Cargo / Work Vans; and
Pick-up Trucks up to Model 550.

Inquiries

Unlike regulations pertaining to the release of a formal bid solicitation it is not the intention of this RFI to restrict communication in any way between the City and potential proponents. Ongoing discussions and communications between the City and these interested parties prior to the release of a potential formal bid solicitation are not only welcomed, but also encouraged. The City welcomes industry feedback/comments on any or all aspects of this procurement.
All inquiries regarding this RFI are to be directed to the Administrative Authority specified herein. Inquiries should be received in writing (e-mail) no later than Wednesday, 12 February 2020. All inquiries received, and the answers as provided by the Project Authority will be provided to all Respondents by way of written addenda without naming the source of the inquiry. Addenda may be issued throughout the period of the RFI.

Availability of this Request for Information
The official copy of RFI and any Addenda issued pertaining to it RFI will ONLY be available from the Administrative Authority via emailed request to christopher.malloy@ottawa.ca. The City relies on the electronic MERX advertisement to provide public notice of this business opportunity and is not obligated to notify past or present suppliers in any other manner.

Submissions or written responses to this RFI shall be received by City by no later than 3:00 PM (local time) on Thursday, 20 February 2020.
Submissions received after the above due date and time may not be considered.
