Requirement

The City of Ottawa (the “City”) is requesting Standing Offer Submissions from Offerers qualified to provide towing services for City-owned vehicles and equipment (the “Work”), on an as and when requested basis, and in accordance with the specifications, terms and conditions of the attached Reqeust for Standing Offer (RFSO).

Standing Offer Closing Date

All Offer submissions must be addressed to the attention of the Administrative Authority, identified herein, and uploaded to the MERX online tendering system by no later than 3:00 P.M. local time on Wednesday, 20 October 2021. Late Offer submissions will not be accepted. Offers submitted by email or facsimile will not be accepted.

Basis of Authorization

It is the City’s intent to authorize three (3) Eligibility Lists of up to five (5) responsive Offers per Eligibility List, on the basis of Total Price per Price Schedules “A”, “B” and/or “C”, excluding Taxes.

Each Eligibility List will be ranked from the lowest price per Price Schedule to highest price per Price Schedule wherein the lowest Offer Price will be ranked first on the Eligibility List, followed by the second lowest Offer Price, and so on and so forth, until all compliant Offerer(s) have been added to the respective Eligibility List(s). Requests for Call-up’s will be made in the order of the Eligibility List(s) ranking, as and when required by the City, in accordance with Section 4 (Call-up Procedure) in the attached RFSO.

Period of Standing Offer

The period for placing call-ups against this Standing Offer shall be from the 01 November 2021 until 31 October 2023. No extension options are available for this RFSO.

Inquiries and Addenda

All inquiries concerning this Request for Standing Offer should be directed in writing to the Administrative Authority no later than Friday, 08 October 2021. The City is not obligated to respond to an inquiry or question received after this time period has elapsed.
