PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.
CBC/Radio-Canada is inviting Standing Offers from industry in response to its Request for Standing Offers (“RFSO”) for Broadcast Distribution and Conversion Equipment.
An Agreement resulting from this RFSO may potentially be for one (1) year with one (1) irrevocable option(s) to extend for one (1) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
CBC/Radio-Canada has on-demand requirements for Broadcast Distribution and Conversion Equipment for CBC/Radio-Canada English and French Services and wishes to place Letter(s) of Standing offers (LSO) with suppliers for the provision of related products/services as and when requested.
LSO’s are written agreements entered into between CBC/Radio-Canada and suppliers, whose intent is to establish a framework with Qualified Suppliers to permit the expeditious processing of legally binding contracts for specific products/services through a call-up against the LSO. LSO’s establish a set of procurement procedures and include a minimum set of contract terms and conditions applicable to any resulting contract(s) formed by call-ups made against the LSO.
As CBC/Radio Canada continues with implementation of new Radio and TV broadcast facilities, it will require consistent access to a relatively large quantity of broadcast quality, reliable, competitively priced broadcast distribution and conversion equipment, with short delivery timelines.
2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFSO is opened only to Suppliers who meet each of the following mandatory requirements as evidenced in its written request for RFSO documents:
2.1 Provide evidence that your company is either a Manufacturer of the above equipment or their designated representative in North America.
2.2. The Supplier must have a place of business and provide full system support from facilities based in North America.
2.3. CBC/Radio-Canada will consider only Proposals from Suppliers with established business in the field of broadcast television and radio production and/or presentation systems.
2.4 Within one (1) week after the RFSO closing date, and for technical and operational evaluation purposes, Proponents shall provide (upon request) to CBC/Radio-Canada, a set of fully functional equipment components, as per proposal submitted in the response to the RFSO. CBC/Radio-Canada will provide a list of equipment components to be included in the demo set, after initial proposal reviews.
3. TO REQUEST THE RFSO
3.1 The Supplier must submit no later than Wednesday November 9, 2016, an e-mail to the CBC/Radio-Canada Representative for this RFSO (see item 4 below for co-ordinates).
The Supplier must include all documents required under item 2 above and written evidence that it currently meets each of the Mandatory Requirements with SIGNATURE of a duly authorized representative attesting that it does.
If you have not received acknowledgement of your request within forty-eight (48) hours it is your responsibility to resubmit your request.
3.2 The Proponent is to include the co-ordinates of the person in its organization who shall be the sole contact for the purpose of this RFSO as follows:

Following CBC/Radio-Canada’s positive assessment of your company’s submissions, you will be provided with an electronic copy of the RFSO document no earlier than Thursday, November 10, 2016.
