PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

1. SUMMARY OF REQUIRED GOODS/SERVICES:

CBC/Radio-Canada invites industry members to respond to its Request for Proposal ("RFP") for a global online training platform that covers a wide range of topics, from beginner to expert level in different areas that meet the constantly changing requirements of the various departments of the corporation. The platform should ideally allow the uploading of original CBC/Radio-Canada content to form a holistic training tool for its employees. The training content shall, without limitation, cover training on the following topics.

- - Information Technology with a large inventory focused on advanced knowledge
  - Software development, web and mobile
  - Data Analytics
  - Business Process Mapping
  - Other IT & Software focused trainings
  - Project Management
  - Professional skills
  - Leadership
  - Safety and wellbeing - an asset
  - Others

The agreement concluded following this RFP could be for a period of two (2) years with two (2) irrevocable options to renew for one (1) year periods.

2. MANDATORY REQUIREMENTS:
This RFP is open only to Proponents who meet the following mandatory requirements.

The solution must be a SAAS solution
The solution must offer training content in both official languages – French and English

3. TO OBTAIN THE RFP DOCUMENTATION
CBC/Radio-Canada uses MERX to manage its solicitation process. All Proponents must obtain the RFP documents through MERX

Determine your eligibility to participate based on the description/objective statement for the RFP.
To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link (https://www.merx.com/cms-portals/MERX/cms/public/help/guides/supplieruserguide-v1.0.pdf) and/or call 1-800-964-6379.
Download the mandatory requirements qualification form.(this will also register you for the RFP)
Complete the form by responding and providing evidence to support the claim, in other words, “yes” is not sufficient evidence to qualify
Email the completed form to the contact indicated in section 4 of this document

The document(s) to be completed and signed must be submitted to the CBC/Radio-Canada representative no later than Friday, May 19, 2023 6:00 p.m. Eastern Time

Following receipt of the required document(s) and CBC/Radio-Canada’s positive assessment of your company’s submissions, you will receive an e-mail from MERX that the RFP documents are ready for download, no earlier than Tuesday, May 23, 2023.

CBC/Radio-Canada is not responsible for the distribution of the documents which is the sole responsibility of the Proponent and can only be obtained through the MERX portal by download.

4. COMMUNICATION WITH CBC/RADIO-CANADA

Any contact with CBC/Radio-Canada prior to obtaining the RFP documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP # TI20230305) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, Proponents must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.

CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.

5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than Wednesday, June 14, 2023 @ 8:00:00 pm, Eastern Time.

The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time of the RFP Submission Closing Date will not be accepted.

CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.

In order to participate in the RFP, Proponents must complete the Mandatory Pre-Qualification Form and provide evidence that they meet the Mandatory Requirements.

This RFP is open only to Proponents who meet the following mandatory requirements.
