Description

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

The key objective in issuing this Request for Proposals (“RFP”) is to identify CBC/Radio-Canada’s future supplier of the required Services.

CBC/Radio-Canada is seeking Proposals to award a Contract for real estate project management services for the new Montreal Maison de Radio-Canada construction and fit-up project.

The successful candidate (Project Manager/Principal Resource) will join the Media Technology and Infrastructure Services (MTIS) / Real Estate Solutions team (Project and Tenant Service Management). The project manager will report to the department’s executive director. The preliminary project governance structure (MRC Project) calls for both internal and external resources.

Specialized service providers already support the in-house MTIS / Real Estate Solutions team, including specialists in the fields of functional and technical programming, design, construction costing, the environment, real estate taxation, and archeology. External legal and financial consulting firms also support the project governance team.

Any Agreement resulting from this RFP shall be for four (4) years with two (2) irrevocable options for CBC/Radio-Canada to extend for one (1) year periods.
The new Agreement is expected to start in March 2017.

1. SUMMARY OF REQUIRED SERVICES:
The selected Supplier is responsible for managing the execution, monitoring, control and closing phases of the project and related subprojects. The person shall join the team during the planning phase. More specifically, the services shall include, but are not limited to, the following:

Maintain, and ensure compliance with, the project charter and project management plan developed in accordance with the business plan.
Ensure compliance with FTP requirements during construction of the base building and fit-ups.
Ensure adherence to project budgets.
Ensure that the new MRC project is delivered on schedule.
Manage and coordinate project stakeholders associated with contractual agreements and temporary or related work.
Manage and coordinate all CBC/Radio-Canada partners (daycare, coop, café / snack bar, etc.).
Plan, manage and coordinate temporary/related work in accordance with CBC/Radio-Canada’s financial and procurement policies, including but not limited to, relocation of parking areas for CBC/Radio-Canada technical vehicles, relocation of entrances, temporary moves within the existing building, artwork removal, etc.
Design, prepare, manage and distribute weekly and monthly project monitoring reports, including cost tracking, change tracking, schedule tracking, value analysis, issue log tracking, and a risk register.
Oversee change management.
Coordinate the efforts of CBC/Radio-Canada teams and experts assigned to the project.
Ensure execution and follow-up of testing, trials, implementation and training required for the project and temporary/related work.
Plan, manage, monitor and coordinate the relocation of CBC/Radio-Canada staff.
Perform any other duties usually expected of a project manager.

All services must be in compliance with the Project Management Institute (PMI) standard.

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is open only to Proponents who meet each of the following mandatory requirements stated hereafter:

2.1. Years in Business

2.1.1      Proponents must have been in business for at least five (5) years.

2.2 Experience/Expertise

2.2.1      Proponents must have completed at least one (1) contract, over the past fifteen (15) years, in project management (for a building construction project with a high level of technology, preferably in the media industry, and whose construction work is valued at least $50 million).  This contract could have been completed by the Proponent or by the Principal Resource (as an employee of the Proponent or any other company).

2.2.2      The Principal Resource must have at least fifteen (15) years of proven project management expertise

2.2.3      The Principal Resource must be a member in good standing of the Ordre des ingénieurs du Québec or the Ordre des architectes du Québec. Having PMI Project Management Professional (PMP) designation is an asset.

2.2.4      The Principal Resource must be able to offer his/her services in the two (2) official languages, both oral and written.

3. MANDATORY CONFERENCE CALL

The Supplier ID will allow you to identify yourself anonymously when taking attendance.
The conference call will be held on January 27, 2017 at 2:00 p.m ET.

Proponents will not be provided with access to the Mandatory Conference Call unless and until they have delivered the NDA AND written statement duly signed to the CBC/Radio-Canada representative as required in Section 4 below.

4. TO REQUEST THE RFP DOCUMENTATION
To obtain the RFP Documentation, Proponent must submit the Confidentiality and Non-Disclosure Agreement (NDA) duly completed and signed, ACCOMPANIED by a written statement signed by a duly authorized representative confirming that the Proponent meets ALL the Mandatory requirements described in Section 2 above.

The NDA to be completed is available on Merx.
The documents completed and signed (NDA + statement) must be sent to the attention of the CBC/Radio-Canada representative for this RFP.

5. COMMUNICATION WITH CBC/RADIO-CANADA
Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in SECTION 3 – SCHEDULE of the RFP Main Document.

6. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.MERX.com) no later than February 13, 2017 at 2:00 p.m, Eastern Savings Time.

The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
