Description

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

1. SUMMARY OF REQUIRED SERVICES:
The key objective in issuing this Request for Supply Arrangements (“RFSA”) is to qualify suppliers for the provision of financial analysis consulting services required by CBC/Radio-Canada’s Real Estate Services group.

In the course of its business, Real Estate Services must ensure that certain provisions in major contracts and leases are adhered to by all parties. To address temporary resource shortages, CBC/Radio-Canada wishes to qualify suppliers (seasoned financial experts) to whom it can outsource management of selected mandates on an as-needed basis.

The required services for the purposes of this RFSA consist of, without being limited to, the following:

Read and thoroughly understand, at CBC/Radio-Canada’s request, a variety of major Real Estate Services contracts and leases, specifically the real-estate management outsourcing contract (projects and operations) for CBC/Radio-Canada’s property portfolio;
Interpret and analyze miscellaneous financial documents and reports associated with contracts and leases. Follow up on required adjustments or corrections with the various service providers, owners or tenants to ensure compliance with contract documents;
Track the receipt, within prescribed deadlines, of certain documents associated with our contract documents;
Conduct financial analyses of selected contracts/leases at fiscal year-end to help us identify variances between budgeted and actual expenditures. It is important to agree on apparent errors, but also to provide recommendations regarding potentially contentious items so that corrective action can be taken;
Identify the penalties applicable to various contracts/leases. Make recommendations regarding these penalties and follow up on them at CBC/Radio-Canada’s request;
Participate in financial analyses for large-scale real-estate investment projects:
1. Develop a financial model for conducting a business case analysis of various real-estate scenarios.
2. Gather information and financial assumptions for the various scenarios from Real Estate Services managers.
3. Present the business cases for the various scenarios, issuing recommendations to Real Estate Services management.
4. Apply the various changes requested by managers or the Real Estate Services executive director.
Conduct, upon request, miscellaneous research and financial analyses for CBC/Radio-Canada Real Estate Services;
Prepare various gap analyses and recommend solutions to achieve operating cost efficiencies;
Present various analyses and recommendations to the executive director and/or other Real Estate Services employees;
Sit on various strategic planning committees to contribute your financial expertise, prepare financial analyses and/or issue recommendations to management.

Any Agreement resulting from this RFSA shall be for three (3) years with two (2) irrevocable option(s) for CBC/Radio-Canada to extend for two (2) year period(s).

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFSA is open only to Proponents who meet each of the following mandatory requirements stated hereafter:

Years in Business
Proponents must have been in business for at least five (5) years.

Mandates of Similar Nature
Proponents must provide at least three (3) mandates completed in the past five (5) years for Goods and/or Services similar to those described herein, as evidence of their capacity to undertake an agreement with CBC/Radio-Canada.

3. TO REQUEST THE RFSA DOCUMENTATION
To obtain the RFSA Documentation, Proponent must submit a written statement signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above.

Following receipt of the written statement, you will be provided with the access to the documentation on Merx.

To ensure that the Offer is valid, all Proponents must obtain the documents of the RFSA.
The RFSA file package must be ordered directly from Merx.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

4. COMMUNICATION WITH CBC/RADIO-CANADA
Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION, Table 1: critical dates of the RFSA process of the Main document.

5. RECEIPT OF OFFERS
Offers must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.MERX.com) no later than January 30, 2017, 2:00 pm Eastern Time.

The Proponent has the sole responsibility for the timely receipt of an Offer by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Offer, whether the time indicated on such clock is accurate or not.

Partial Offers, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
