Description

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.
The key objective in issuing this Request for Supply Arrangements (“RFSA”) is to identify CBC/Radio-Canada’s future Supplier(s) in Property Tax Management and Administration Consulting Services for CBC/Radio-Canada.

1. SUMMARY OF REQUIRED SERVICES:
The consulting services required for CBC/Radio-Canada properties as part of this RFSA include, but are not limited to, the following:

Conduct a review of property assessments.
Assess and formulate strategies to reduce property assessments.
Negotiate with municipal representatives to reduce property assessments.
Conduct research, analyses and reviews of property assessment methodologies.
Prepare assessment reports and various analyses.
Perform business tax analyses.
Complete vacant space declarations.
Perform assessments for sales and/or market research purposes.
Conduct analyses of parking space rental rates.
Issue recommendations for ensuring that we pay taxes on the fair market value of buildings.

In the past four (4) years, CBC/Radio-Canada has spent approximately $110,000 per year on consulting services for assessments and payments in lieu of taxes.
Any Supply Arrangement resulting from this RFSA shall be for three (3) years with two (2) irrevocable option(s) for CBC/Radio-Canada to extend for two (2) year period(s).

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFSA is open only to Proponents who meet each of the following mandatory requirements stated hereafter:

Years in Business
Proponents must have been in business for at least ten (10) years.

Mandates of Similar Nature
Proponents must provide at least (3) mandates completed in the past five (5) years for Services similar to those described herein, as evidence of their ability to undertake an agreement with CBC/Radio-Canada.

Required Areas of Activity
Proponents must have at least five (5) years’ proven expertise in property and/or market assessment specific to Crown corporations.

3. TO REQUEST THE RFSA DOCUMENTATION
To obtain the RFSA Documentation, Proponent must submit a written statement signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above. The documents to be completed are available on Merx and must be sent, to the attention of the CBC/Radio-Canada representative for this RFSA:

If you have not received acknowledgment of your request within forty-eight (48) hours, it is your responsibility to resubmit your request.

Following receipt of the signed written statement, you will be provided with the access to the documentation on Merx.

To ensure that the Offer is valid, all Proponents must obtain the documents of the RFSA.
The RFSA file package must be ordered directly from Merx.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

4. COMMUNICATION WITH CBC/RADIO-CANADA
Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, questions must be submitted in writing by Merx as defined in PART I: INTRODUCTION , Table 1: critical dates of the RFSA process.

5. RECEIPT OF OFFERS
Offers must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than November 29, 2016, 2:00 pm Eastern Savings Time.

The Proponent has the sole responsibility for the timely receipt of an Offer by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Offer, whether the time indicated on such clock is accurate or not.

Partial Offers, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
