1.SUMMARY OF REQUIRED SERVICES:
CBC/Radio-Canada is seeking Proposals from media buying firms to award two separate contracts for media agency and consulting services for its English and French language networks (English Services and French Services, respectively).
Firms wishing to submit a bid can do so for either one or both of the networks. To evaluate editorial quality in each official language, Proposals for only one of the networks must be submitted in that network’s working language. Firms wishing to bid for both networks must submit their Proposals in both official languages.
Digital Expertise of the Proponent is essential to CBC/Radio-Canada to enable it to achieve its Corporate objectives. CBC/Radio-Canada will only consider Proponents that demonstrate its Digital Social Account Lead has a strong expertise in digital and social media. A minimum score of 70% for this criterion must be obtained.
The Agreement resulting from this shall be for three (3) years with two (2) irrevocable option(s) for CBC/Radio-Canada to extend for one (1) year period(s).
Responsible for managing and promoting the public broadcaster’s brand, the Communications, Marketing and Brand departments in each network formulate and implement advertising and promotional strategies for the Corporation’s full range of channels and platforms.
For French Services, these include ICI Télé, ICI RDI, ICI ARTV, ICI Explora, ICI Première, ICI Musique, ICI Tou.tv, ICI Radio-Canada.ca, mobile platforms, social media, and other emerging digital services. The total annual budget for media buying is approximately $5.5 million (but can be up to $7.5 million), excluding the value of television placements.
For English Services: The CBC English Communications, Marketing, Brand and Research (herein referred to as “CMBR") Department functions as an internal marketing and communications partner for CBC English Services which includes key assets such as CBC Television, CBC News Network, documentary, CBC Radio One, CBC Radio 2, CBC Radio 3, CBC.ca and our marquee Digital Platforms and Services. The total anticipated annual media budget is approximately $15 million, but up to $30 million. The budget covers all anticipated paid media expenditures for all CBC English Services, including: CBC Television, CBC News Network, documentary, CBC Radio One, CBC Radio 2, CBC Radio 3, cbc.ca and our marquee Digital Platforms and Services.
2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is open only to Proponents who meet each of the following mandatory requirements:
Years in Business
Proponents must have been in business for at least five (5) years.
Mandates of Similar Nature or Value
Proponents must provide at least (3) mandates completed in the past five (5) years for each network for which they are bidding, as evidence of their capacity to undertake an agreement with CBC/Radio-Canada. The media agency and consulting services must be similar in nature or value to those requested by each network.
Annual Billing
Proponents wishing to submit a bid for the French networks must demonstrate that they have billed annually, over the past three (3) years, services of a similar nature in the amount of $25 million.
3. CONFERENCE CALL (optional)
An optional Conference Call will be held August 12, 2016, 1:00 p.m. Eastern Standard/Daylight Savings Time. Contact us by email at appro.cbc.src@radio-canada.ca before August 11, 2016, 5:00 p.m. Eastern Standard/Daylight Savings Time to obtain an access code and the time of the call. The access code will allow you to identify yourself anonymously when taking the attendance.
4. TO REQUEST THE RFP DOCUMENTATION
To ensure that the bid is valid, all bidders must and have to obtain the documents of the RFP. The RFP documentation must be ordered directly from Merx.
To obtain the RFP Documentation, Proponent must submit the Confidentiality and Non-Disclosure Agreement (NDA) duly completed and signed, accompanied by a written statement signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above. The documents to be completed are available on Merx and must be send, to the attention of the CBC / Radio-Canada representative for this RFP.

Following receipt of the signed NDA and a positive assessment of your company’s submissions, you will be provided with the access to the documentation on Merx.

5. COMMUNICATION WITH CBC/RADIO-CANADA
All questions must be submitted thru the Merx platform, before the date specified at section: PART I: INTRODUCTION Table 1: Critical Dates in the RFP Process
6. RECEIPT OF PROPOSALS
Proposals in response to this RFP are due no later September 2, 2016, at 2:00 p.m, Montreal local time. The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not. Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
