CBC/Radio-Canada is seeking Offers from the industry in response to its Request for Supply arrangement (“RFSA) to select qualified suppliers for production services for commercial advertising, media creativity, video series, and podcasts of branded content.
The agreement concluded following this RFSA could be for three (3) years with two (2) irrevocable options to renew for one (1) year each.
1. SUMMARY OF REQUIRED GOODS/SERVICES:
This Request for Supply Arrangement (RFSA) aims to select external producers to meet ad hoc production needs with advertisers. The supplier must take care of all stages of production ranging from conceptualization, production, post-production, and artist contracts.
The CBC/Radio-Canada Media Solutions group wishes to qualify a maximum of three (3) Suppliers in each of the three (3) production categories below, called “stream”:
1. Podcast/Podcast
2. Video
3. Media Creativity/Traditional Advertising
Since suppliers do not necessarily have expertise in all streams, CBC/Radio-Canada accepts bids for certain streams only.

2. TO OBTAIN THE RFSA DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.MERX4.MERX.com/cbc) to manage its solicitation process, all Proponents must obtain the RFSA documents through MERX. Here is the link to the MERX Supplier User Guide

- Determine your eligibility to participate based on the description/objective statement for the RFSA.
- To obtain the documents you must be registered with MERX. If you are not already registered, please follow the MERX Supplier User Guide link above and/or call 1-800-964-6379.
Please note that CBC/Radio-Canada is not responsible for distributing the documents.
3. COMMUNICATION WITH CBC/RADIO-CANADA
- Any contact with CBC/Radio-Canada before obtaining the RFSA documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose coordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (RFSA # SM20240502) in the “Subject” of the e-mail.

- Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
4. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than June 26, 2024 at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments, or revisions that are received after the date and time for the RFSA Submission Closing Date will not be accepted.
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
