CBC/Radio-Canada is seeking Proposals from industry in response to its Request for Standing Offers for various integrated audio solutions for existing and/or new bureaus and consolidation projects in various regional sites for CBC/Radio-Canada (“RFSO”).
The Agreement resulting from this RFSO is anticipated to be for two (2) years with one (1) irrevocable option to extend for one (1) year period.
1. SUMMARY OF REQUIRED PRODUCTS/SERVICES FOR INTEGRATED AUDIO SYSTEMS:
The key objective in issuing this Request for Standing Offers ("RFSO") is:
To obtain detailed technical specifications and pricing for the provision of various Integrated Audio solutions, under the following categories:
1. Various size integrated audio solutions with Multi-channel digital audio I/O technology with a preference for Audio over IP (AoIP), conform to AES67 - 2015.
2. Production Radio On-Air consoles various size. News Desk (4 to 6 faders), On-Air Booth (6 to 12 faders) and On-Air Studio (18 to 24 faders).
3. TV Studio Console. This console needs to be controlled by ROSS OVERDRIVE automation system for automated TV presentation.
4. Routing core of various sources distributed throughout the building to single or multiple destinations and can be controlled by various modules of Integrated Audio Systems such as consoles, hardware / software control panels etc.
CBC/Radio-Canada to provide projected quantities for all sites across Canada.
This section of the RFSO will consist of three sizes of Integrated Audio Systems, small (console with 6 faders), medium (console with 12 faders), and large (console with 24 faders). Optional components will consist of the following: add or subtract, 2, 4 or 6 faders to the systems above if available.
2. SUMMARY OF REQUIRED PRODUCTS/SERVICES FOR TWO LARGE BROADCAST TV AUDIO PRODUCTION CONSOLES:
To obtain detailed technical specifications and pricing for the provision of Two (2) Large Broadcast TV Audio Production Consoles under the following categories:
1. The proposal shall include but not limited to two large Broadcast TV consoles, I/O racks, power supplies, Audio over IP (AoIP), MADI coax and/or fiber interface
2. Audio over IP (AoIP), conform to AES67 - 2015 is preferred.
3. Consoles will be used for music shows, sports events and major news events (elections)
4. Consoles shall be able to do mixing in 5.1 mode with built-in down-mixer.
5. Minimum of 192 mono equivalent channels for each console with full DSP processing (EQ, dynamic, delay, etc.) on each channel
Proponents may respond to the RFSO with a proposal addressing all categories, or one or more of them according to the available product offerings.
Proponent shall provide detailed proposals for the supply, setup, commissioning, testing, training and service support for any of the categories, or combinations thereof according to Proponent's product capabilities. As CBC/Radio-Canada intends to evaluate Proponent's response not only in terms of a combined proposal but also as individual components, Proponent shall prepare their response in such a way that CBC/Radio-Canada may fully investigate the merits of each component / category on its own, as well as in the proposed combinations. For evaluation purposes, each of the components / categories shall be treated as separate submissions.
CBC reserves the right to select any combination of proposed component / category from the received responses, notwithstanding any combination proposed by any Proponent. Each proposed component / category must individually meet all technical and functional requirements set out in the RFSO.
3. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFSO is open only to Proponents who meet each of the following mandatory requirements as evidenced in its written request for RFSO documents:
3.1 Provide evidence that your company is either a Manufacturer of the above equipment or their designated representative in North America. If a reseller, provide a letter signed by a duly authorized representative of the Manufacturer stating that the Manufacturer and the Reseller company have a formal business relationship.
3.2 The proponent must have a place of business and provide full system support from facilities based in North America.
3.3 CBC/Radio-Canada will consider only Proposals from Proponents with established business in the field of broadcast television and radio production On-Air consoles with demonstrated sales to the North American market (major Broadcast Networks) .
3.4 For each selected optional component (as detailed above), provide two (2) client references that procured similar products from the Proponent with confirmed operation in the last 3 years, with project description and contact information.
3.5 Proponent must be prepared to provide to CBC a functional demonstration system for evaluation purposes following the RFSO submission closing date. CBC/Radio-Canada will contact Proponents within one (1) week of the closing date, if they have been selected to provide a demonstration system. Specific dates will be included in the RFSO package.
4. TO REQUEST THE RFSO
4.1 The Proponent must submit no later than Friday October 14, 2016, an e-mail to the CBC/Radio-Canada Representative for this RFSO, (see Item 5 below for complete coordinates).
The Proponent must include all documents required under item 2 above and written evidence that it currently meets each of the Mandatory Requirements with signature of a duly authorized representative attesting that it does.
If you have not received acknowledgement of your request within twenty-four (24) hours it is your responsibility to resubmit your request.
4.2 The Proponent is to include the coordinates of the person in its organization who shall be the sole contact for the purpose of this RFSO, as follows:

Following CBC/Radio-Canada’s positive assessment of your company’s submissions, you will be provided with an electronic copy of the RFP document no earlier than Monday October 17, 2016.
