The Canadian Broadcasting Corporation/Société Radio-Canada ("CBC/Radio-Canada") is Canada's national public broadcaster. It was created by an Act of Parliament on November 2, 1936, and is currently governed by the 1991 Broadcasting Act. CBC/Radio-Canada is accountable to the Parliament of Canada through the Minister of Canadian Heritage, to whom it submits an Annual Report and a Corporate Plan. CBC/Radio-Canada is seeking information for a new electronic HR document management (employee files) system to reduce the paper footprint therefore manage the creation, storage and control of electronic documents. These documents will either be received electronically and/or scanned into searchable PDF documents. These employee files would be accessible and managed centrally, however, it’s expected that temporary read-only access may be granted to managers from time to time. The documents should be stored inside the CBC official EDRMS system Livelink from Opentext.
At this stage of the project, CBC/Radio-Canada would like to obtain information on the market in order to identify interested firms and find out what solutions are available.
Proponents may have queries, require further information or clarification. If so, or if there is any doubt about the meaning of any part of this RFI, questions must be submitted no later than January 26, 2017.
CBC/Radio-Canada responses to RELEVANT and applicable questions/queries will be provided to all Proponents simultaneously by way of Addenda on January 31, 2017. The name of the Proponent posing the question will remain confidential.
Firms wishing to express an interest are invited to submit their proposal in a single PDF file along with a completed Excel file clearly identified with the supplier’s name and the reference number of this Request for Information. Proposals must be submitted on the MERX site by no later than February 7, 2017 at 2 p.m., Eastern Time.
The firm is solely responsible for the timely receipt of its response by CBC/Radio-Canada. The firm cannot transfer such responsibility to CBC/Radio-Canada. The time on the MERX site will be used to call the deadline for submitting proposals. Responses received will be considered for the sole purpose of identifying services provided and determining what firms will be invited to tender.
To ensure the consistency of information provided during the Request for Information (RFI) process, all related correspondence should be undertaken via MERX.
