Description

SUMMARY OF REQUIRED SERVICES:

CBC/Radio-Canada is looking for experienced advisory teams with leading technical expertise that can quickly and efficiently assist on an “as-and-when-required basis” for advice and related matters on total rewards including compensation, pension and group benefits and other employee benefits accounting. CBC/Radio-Canada is seeking offers to establish Arrangements with up to four (4) Suppliers.
CBC/Radio-Canada may require advisory services to assist with emerging issues raised internally or externally, and expected future matters that may impact our total rewards components including compensation, pension plans and group benefits. The nature of the services will be broad and CBC/Radio-Canada’s needs may vary depending on the nature of events, transactions entered into, changes in the business which arise, changes in the retirement landscape, expertise existing internally, and the evolution of the legislation and regulatory requirements. CBC/Radio-Canada expects the core types of support to include:

General consulting - Advice
Broad strategy and advisory
Market benchmarking and analysis
Legal - Advice
Legislative compliance - Advice
Communications

2. MANDATORY REQUIREMENTS
To be evaluated the Supplier must provide and demonstrate they meet the requirements below, without limitation:
A. As a federal Crown corporation, CBC/Radio-Canada is subject to the Official Languages Act and the Official Languages Regulations (HUM–4 Official Languages).
The Supplier shall agree to provide its services in both official languages (high-quality written and spoken English and French). This requirement will be specified for each mandate/activity.
B. The Supplier shall have a place of business and provide the services from facilities based in Canada. Please provide the address details if different from above coordinates.
C. The Supplier shall already have in place the appropriately trained, experienced and skilled personnel acting in a professional manner in accordance with industry standards.
D. The Supplier shall acknowledge it has a significant background, skills and business experience performing similar services for other large scale companies, to meet CBC/Radio-Canada’s requirements.
E. The Supplier shall has experience in project management and implementation services with similar sized organizations including:
i) unionized environments,
ii) federally regulated organizations in the private sector, and
iii) federal crown corporations.

3. TO OBTAIN THE RFSA DOCUMENTATION
As CBC/Radio-Canada uses MERX (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Proponents must obtain the RFSA documents through MERX. Here is the link to the MERX Quick Get Started Steps for new users (http://bit.ly/2NW0a93).

4. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFSA must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFSA, whose co-ordinates appear below. All e-mails pertaining to this RFSA must state the RFSA reference number (COR20220209 ) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFSA documents. If so, or if there is any doubt about the meaning of any part of this RFSA, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFSA Process of the main document
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.merx.com) no later than July 12th, 2022 at 8:00:00 pm, Montreal Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFSA Submission Closing Date will not be accepted.
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
