Description

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

1. SUMMARY OF REQUIRED GOODS/SERVICES:
On June 24, 2015, CBC-Radio-Canada launched Request for Standing Arrangement (RFSA) RH20150601 – Business Skills and Leadership Development. The objective of this RFSA was to pre-select suppliers for leadership development and business skills training solutions.

CBC/Radio-Canada has established seven (7) general skill sets for leadership development:

Transformational Leadership;
Direction;
Help People Thrive / Well-Being and Development of Others;
Help People Thrive / Change Leadership;
Help People Thrive / Collaboration and Influence;
Drive for Results;
Emerging Leaders;

and three (3) business skills:

Project Management;
Communication;
Time and Priority Management.

Since the implementation of this Supply Arrangement (SA), CBC/Radio-Canada has identified a need for a new Executive Leadership Program. Some elements of the Program will be based on the Leadership Circle methodology. Therefore, this program will require the support of facilitators as well as Leadership Circle practitioners.

2. CONTEXT
As per PART I: INTRODUCTION, section Supply Arrangement Method of Supply of the main RFSA documentation:

To ensure that a competent and qualified labour base is readily available to meet CBC/Radio-Canada’s operational requirements, CBC/Radio-Canada reserves the right (if required) to reopen this RFSA to allow additional suppliers to submit Offers to become qualified suppliers and to be awarded an Arrangement for the provision of the required Services. No existing qualified supplier will be removed from the qualified suppliers list because of the addition of new qualified suppliers to the qualified suppliers list. The Term of the new Arrangement to be entered into with the new qualified suppliers (if any) would have the same termination date as the Arrangement entered into when this RFSA was first issued.

CBC/Radio-Canada’s Talent Management Department is seeking to establish a list of Pre-Qualified Providers with expertise in the following two areas:

1) At first glance, the Talent Management Department wishes to acquire services(s) to design and deliver (facilitate) a new developmental program dedicated to the senior executive leaders. This new program will have a clear focus on enabling powerful and effective transformation for increased leadership capabilities and effectiveness.

2) The Talent Management Department has chosen to work with the Leadership Circle Profile as a 360-degree assessment tool for leaders. For that reason, the department is looking to pre-qualify practitioners that could perform debriefs of the results as well as enable pivotal conversations with a focus on the Leadership Circle tool.

In sum, the Talent Management Department is looking for highly experienced leadership development Providers that have proven experience with higher management. The ideal Providers would be aware of the most updated concepts and models in the leadership development field. Providers would also have the ability to facilitate discussion in a constructive and creative matter, demonstrate a high level of expertise and personal leadership, and manage sensitive situations with assertiveness.

CBC/Radio-Canada will evaluate the information received in accordance with criteria as it deems appropriate, including – but not limited to – the mandatory criteria’s listed in the next section. At the end of this stage, a short list of pre-selected suppliers will be contacted and invited to participate in the second phase of this process, which will consist in Request for Supply Arrangement (RFSA).

3. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFIQ is open only to Proponents (organizations or individual Providers) that meet each of the following mandatory requirements in either of the two categories:

For Facilitation Practitioners:

Have completed two (2) mandates in executive leadership development with organizations having at least 5,000 employees. These assignments must have been completed in the past five (5) years, as evidence of the Proponent’s capacity to undertake an agreement with CBC/Radio-Canada.
Minimum 10 years of experience working with senior executives in leadership development.
Coaching certification from a recognized institution OR the equivalent of 10 years of coaching experience at the executive level.
Trainer or facilitator certification from a recognized institution OR the equivalent of 10 years of experience as a trainer and facilitator with groups, including some at the executive level.
A master’s degree in Management, Organizational Behaviour or Psychology, Humanities, Social Sciences or any related topic OR the equivalent of fifteen (15) years of experience.

For Leadership Certification Practitioners:

Certified Leadership Circle Profile practitioner.
Minimum 5 years of experience working with senior executives in leadership development.
Coaching certification from a recognized institution OR the equivalent of 10 years of coaching experience at the executive level.

4. TO REQUEST THE RFSA DOCUMENTATION
To ensure that the bid is valid, all bidders must obtain the documents of the RFSA. The RFIQ file package must be ordered directly from Merx.

5. COMMUNICATION WITH CBC/RADIO-CANADA
Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFIQ documents. If so, or if there is any doubt about the meaning of any part of this RFIQ, questions must be submitted in writing by Merx no later than April 13, 2017

6. RECEIPT OF PROPOSALS
Proposals in response to this RFIQ are to be submitted through Merx no later than April 27, 2017, 12:00 pm (noon) Montreal local time.
