Description

PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.

The key objective in issuing this Request for Proposals (“RFP”) is to identify CBC/Radio-Canada’s future supplier of the required Services.

CBC/Radio-Canada is seeking Proposals to award a contract for a Building-Construction Project Cost Estimation Services to support the Montreal Maison de Radio-Canada project team.

The initial term of any Agreement/Contract resulting from this RFP shall be for three (3) years with three (3) irrevocable options for CBC/Radio-Canada to extend for one (1) year periods.

1. SUMMARY OF REQUIRED SERVICES: The required services for the purposes of this RFP consist of, without being limited to, the following.

Evaluate payment requests addressed to CBC/Radio-Canada in conjunction with the new Maison de Radio-Canada development project and/or temporary/related work.
Estimate construction costs for temporary and/or related work.
Estimate construction costs for the base building and fit-ups in order to calculate shared savings.
Estimate change costs.
Conduct a value analysis when multiple alternatives are available for changes and/or related work.
Perform all other related tasks in connection with Maison de Radio-Canada in Montreal.

The new, approximately 420,000-sq.-ft. building (new Maison de Radio-Canada ) will consist of 70% administrative space, 16% technical support space, and 14% technical space

The Supplier shall designate a single resource person (Principal Resource) assigned for the duration of the Contract.

2. MANDATORY REQUIREMENTS FOR PARTICIPATION:
This RFP is open only to Proponents who meet each of the following mandatory requirements stated hereafter:

2.1 Years in Business
Proponents must have been in business for at least five (5) years.

2.2 Mandates of Similar Nature
Proponents or their personnel must have completed at least three (3) mandates completed in the past ten (10) years for services similar to those described herein, as evidence of their capacity to undertake an agreement with CBC/Radio-Canada.

2.3 Principal Resource
2.3.1 The Principal Resource must have a university degree or equivalent experience.
2.3.2 The Principal Resource must have at least ten (10) years of proven expertise in building-construction project cost estimation.

3. OPTIONAL CONFERENCE CALL

The Supplier ID will allow you to identify yourself anonymously when taking attendance.
The conference call will be held on February 15, 2017 at 2:00 p.m ET.

4. TO REQUEST THE RFP DOCUMENTATION
To obtain the RFP Documentation, Proponent must submit the Confidentiality and Non-Disclosure Agreement (NDA) duly completed and signed, ACCOMPANIED by a written statement signed by a duly authorized representative confirming that the Proponent meets all the Mandatory requirements described in Section 2 above.

The NDA to be completed is available on Merx.
The documents completed and signed (NDA + statement) must be sent to the attention of the CBC/Radio-Canada representative for this RFP.

Following receipt of the signed NDA and a positive assessment of your company’s submissions, you will be provided with the access to the documentation on Merx.

To ensure that the Proposal is valid, all Proponents must obtain the documents of the RFP.
The RFP file package must be ordered directly from Merx.

Please note that CBC/Radio-Canada is not responsible for the distribution of the documents.

5. COMMUNICATION WITH CBC/RADIO-CANADA
Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, questions must be submitted in writing by Merx as defined in SECTION 3 – SCHEDULE of the RFP Main Document.

6. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than March 13, 2017 at 2:00:00 p.m, Eastern Savings Time.

The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.

Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
