Notice of Proposed Procurement constituting (i) a Notice of Intended Procurement and Summary Notice under CETA, and (ii) a Tender Notice under the CFTA
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. Further information about CATSA can be obtained at www.catsa.gc.ca.
1.1 Estimated Contract Value
$1,500,000, excluding applicable taxes.
2.0 Description
CATSA is preparing to replace its current system which provides continuous uninterrupted access control, intrusion detection, continuous monitoring services, panic alarms, medical alarms, access cards and printers (“System”) for CATSA Headquarters, Regional Offices, and Training Centers across Canada and any future offices and their locations and/or satellite offices that may be added when required. The RFP will contain more details on the process and statement of requirements describing the various aspects of CATSA’s needs in greater detail.

3.0 Procurement Method
This NOI establishes an Open Tendering process through which companies will be prequalified to receive the subsequent Request for Proposals (“RFP”). The RFP will establish a Selective Tendering process to enter into a non-exclusive Contract.
4.0 Estimated Quantity of Goods and Services
CATSA’s estimated immediate requirement is for one system which provides uninterrupted access control, intrusion detection, continuous monitoring services, panic alarms, medical alarms, access cards and printers (“System”) for CATSA Headquarters, Regional Offices, and Training Centers across Canada (thirteen (13) locations) and any future offices and their locations and/or satellite offices that may be added when required. The System will also require an estimated fifty (50) biometric readers and forty-one (41) proxy readers for delivery, installation, and all implementation activities completed, before January 1, 2021.
During the term of the Contract, CATSA may, subject to the availability of funding, purchase up to an estimated additional fifty (50) biometric readers, forty-one (41) proxy readers, and any other components of the System that may need to be replaced as a part of normal lifecycle management of the System’s equipment on an as and when required basis, via purchase orders issued under the resulting Contract.
By responding to the NOI, companies acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Contract is entered into; and (ii) CATSA cannot commit to purchase any quantity of goods/services until a purchase order is issued in accordance with any resulting Contract.
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities.
5.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of five years, renewable for an additional five one-year periods at CATSA’s sole option.
As this is anticipated to be a recurring Contract, it is CATSA’s intention to issue a notice of intended procurement in respect of a new NOI prior to the expiry of the term of the resulting Contract.
6.0 Address for Submission of Questions and Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section. CATSA may extend either or both of such dates.

7.0 Minimum Eligibility Requirements
Minimum Eligibility Requirements to Participate in the RFP for the Supply of an Access Control, Intrusion Detection and Monitoring System and Services:
In order to be eligible to participate in the RFP, a Company MUST demonstrate that it meets the requirements described below.
The Company MUST:
i) Confirm that all continuous monitoring services are performed by the Company (or a corporate affiliate) and not performed by a third party; and
ii) provide a duly executed confidentiality agreement in the form as attached.
Attached as Schedule A is the Statement of Eligibility which companies must complete and submit to CATSA in accordance with the process described below. Note that the Statement of Eligibility contains confirmation of the eligibility requirements listed above.
8.0 Rated Requirements
The RFP will contain details of the rated requirements.
9.0 Contractor Selection
Eligibility to participate in the RFP is conditional upon a Company demonstrating compliance with the Minimum Eligibility Requirements listed in Section 7 above. Following the RFP, CATSA intends to recommend a bidder for award of the resulting contract based on the following methodology.
The proposal with the highest Weighted Score as determined by combining the bidder’s Technical (80%) and Financial Scores (20%) will be recommended for award, subject to security requirements assessments, and without limitation to any other provision in the RFP, including but not limited to CATSA’s Reserved Rights.
10.0 Trade Agreement
This procurement is subject to:
- Chapter Nineteen (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA); and
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
11.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
