Notice of Proposed Procurement
Constituting (i) a Notice of Intended Procurement and Summary Notice under CETA/Canada-UK TCA, and (ii) a Tender Notice under the CFTA
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Contract Value
$24,000,000, excluding applicable taxes
2.0 Description
CATSA has a requirement to procure a time and attendance solution for an initial term of up to six years (allowance for an estimated twelve-month (12-month) transition period), with two five-year optional periods, as further described in Schedule “A” (Statement of Work) of the RFP

3.0 Procurement Method
This RFP establishes an open tendering process to enter into a non-exclusive contract.
4.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for six years (allowance for an estimated twelve-month (12-month) transition period), with two five-year optional periods.
5.0 Address for Submission of Questions and Proposals; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates. Questions and proposals must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
6.0 Mandatory Requirements
6.1 The bidder must certify that its proposed TAS is a commercially available product suitable for the intended application as described in Schedule “A” (Statement of Work).
6.2 The bidder must certify that its proposed TAS includes both a software solution and Devices with a bilingual (English and French) user interface.
6.3 The bidder must certify that its proposed Device, as of the Deadline for Proposals, allows for biometric capture for both enrolment into the TAS and in/out punching that tracks the beginning and end times of a shift.
6.4 The bidder must certify that it its proposed TAS will not store any physical scan of the biometric (either on the TAS Devices, or the central database) and has a secure algorithm to convert a scan to a template that is used as the condition for verification for future punches.
6.5 The bidder must certify, that upon completion of a review, its proposed TAS will allow CATSA management to perform an approval, and to soft-lock the selected timecards, preventing any further modifications for that particular two-week period (including comment modifications, if applicable).
6.6 The bidder must certify that its proposed TAS will allow for: a) the export of reports directly from the system (in PDF, and CSV or Excel formats) summarizing all billable hours captured within that period; and b) reports that must provide separate tabular summaries of hours by job role (i.e. Screening Officer, Screening Contractor management roles) in addition to summarizing the Targeted Weekly Hours recorded in that period.
6.7 The bidder must demonstrate that: a) all user activities and data changes committed in its proposed TAS will be retained for seven years and be fully auditable (i.e. extractable format); and b) the audit information retained will include, at a minimum, username, activity, date, time and the data that was changed or the user activity performed.
6.8 The bidder must demonstrate data captured within its proposed TAS has a location tied to it that associates the appropriate name when displayed through the user interface and the alphanumeric code to the punch data in the database.
6.9 The requirements identified as “M” in Schedule “C-2” (Technical Requirements Response Form) will be evaluated by CATSA as Mandatory Requirements.
7.0 Rated Requirements
The RFP contains details of the rated requirements. Bidders must achieve a minimum technical score of seventy (70) points out of a maximum of one hundred (100) points.
8.0 Contractor Selection
CATSA will establish a shortlist of up to the top three bidders with the highest total technical scores that have met the minimum technical score and are within a twenty percent (20%) range of the highest technical score. Only the bidders meeting these criteria will be eligible to proceed to the next step of the evaluation and selection process. The proposal with the highest weighted score as determined by combining the bidder’s technical (70%) and financial scores (30%) will be, subject to Schedule “G” (Security Requirements Assessments), recommended for award of a contract without limitation to any other provision in this RFP, including but not limited to Section 11 (CATSA’s Reserved Rights) of the RFP.
9.0 Trade Agreement
This procurement is subject to:
- Chapter Nineteen (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA);
- The Canada-United Kingdom Trade Continuity Agreement; and
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
10.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.

11.0 Language
