1.0 Description
CATSA has a requirement to establish up to three Standing Offers for the provision of project management
and/or technical/engineering support services. The services will be required on an “as and when required”
basis and CATSA may require additional support in the field of project management and/or
technical/engineering support. This support will be required at select Canadian airport sites. Projects may
vary from installation of equipment into existing air terminals to assisting in the design review of new airport
terminals and their baggage handling systems. The Contractor and its resources will not be providing advice
or technical recommendations as to operational capabilities of various security screening equipment. The
required services may include:
4.1.1 Project Management – Provide project scheduling and logistics support for the delivery, certification and installation of Explosive Detection Systems (“EDS”) equipment and supporting systems;
4.1.2 Process and Technical Support – Provide expert advice and engineering services related to reviewing, developing, planning, integrating and implementing screening of passengers, airport personnel and baggage (carry-on and checked);
4.1.3 Review and Audit of Airport EDS Installations – Provision of engineering services for the review of the proposed airport installation plans against CATSA standards and guidelines as well as Transport Canada regulatory requirements; and
4.1.4 Related Services – Provision of such other related services as CATSA and the Contractor may reasonably agree upon from time to time.

2.0 Procurement Method
This RFSO establishes an Open Tendering process to enter into up to three Standing Offers.
3.0 Term of Resulting Contract
It is anticipated that the term of any resulting Standing Offer will be for a term of three years.
4.0 Address for Submission of Questions and Proposals; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

5.0 Mandatory Requirements
The RFSO contains no mandatory requirements.
6.0 Rated Requirements
The RFSO contains details of the rated requirements. Bidders must achieve a Technical Score of seventy (70) points out of a maximum of one hundred (100) points in order to be given further consideration.

7.0 Contractor Selection
CATSA will establish a shortlist of up to the top three bidders with the highest total Technical Scores that have met the minimum Technical Score and are within a twenty percent (20%) range of the highest Technical Score. Only the bidders meeting these criteria will be eligible to proceed to the award of a standing offer. Proposals will also be subject to Schedule “G” (Security Requirements Assessments) of the RFSO, recommended for award of a Standing Offer without limitation to any other provision in the RFSO, including but not limited to Section 11 (CATSA’s Reserved Rights) of the RFSO.
