eLearning Solution
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2.0 Background
CATSA actively encourages its employees to participate in professional and career development through online learning, external, and internal learning events.
CATSA currently has a web-based eLearning solution that provides a wide range of online business (e.g. presentation, communication, writing, and project management skills), management, and Microsoft Office courses that are accessible to all CATSA employees, with a user-interface and content in both English and French. It is an integral part of CATSA’s employee training and continuous learning and professional development programs.
CATSA is currently seeking to explore market offerings for a similar, extensive online catalogue of business, professional development, professional certification, technical skills, leadership, compliance, and team development courses, videos and other materials that can support employee learning, which may be offered through a cloud-based, Software as a Service (“SaaS”) solution.
In combination with the above, CATSA is seeking to explore options for an integrated solution that allows CATSA to host its own learning content on the vendor learning platform. CATSA learning could be in the form of PowerPoint presentations, text-based materials, video, links to other e-learning, etc.
CATSA is undertaking this RFI to get a sense of the array of learning solutions available in the market, as further described in the Required Information section of the RFI.

3.0 Request for Information
This is a Request for Information (“RFI”) for an eLearning solution. This is neither a call for tender nor a Request for Proposals (“RFP”) and no agreement or contract for the goods and/or services stated herein will be entered into as a result of this RFI.
CATSA is seeking information from the industry regarding eLearning solutions, as further described in this RFI.
This RFI should in no manner be construed as a commitment by CATSA. CATSA will not pay for information provided.
Information provided will be treated as commercially confidential. Any comments or concerns expressed by Respondents will not be provided to the other industry Respondents, or considered as part of any eventual procurement process.
CATSA reserves the right to seek clarifications from one or more Respondents of any information provided in response to this RFI whether by telephone, in writing or in person.
4.0 Submission of Questions and Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
5.0 Use of MERX
Responses should submitted by MERX Electronic Bid Submission (“EBS”) system at www.merx.com or through email to procurementcontract@catsa.gc.ca.
The largest file that may be submitted to the MERX EBS system is 500MB. There is no limit to the number of files that may be submitted. An e-bid confirmation number will be provided by the MERX EBS system to the applicable bidder upon successful completion of submitting its e-bid documents.
