Notice of Proposed Procurement
Constituting a Tender Notice under the CFTA and CETA.
1. Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2. Description
RAIC Mobile Biometric Reader (“RMBR”) Devices and Maintenance and Support
3. Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4. Estimated Quantity of Services
CATSA has developed and implemented the RAIC System to augment the security of the Restricted Area at thirty-two (32) designated Class I, Class II and Class Other airports across Canada. All non-passengers are required to carry a RAIC identification credential as their document of entitlement to enter the Restricted Area at those airports. There are approximately one hundred and five thousand (105,000) non-passengers who carry the RAIC to perform their duties at the thirty-two airports.
The RAIC credential is issued to non-passengers by the Airport Authorities using the RAIC Enrolment System and smart cards provided by CATSA. Each non-passenger has undergone a security clearance process managed by Transport Canada as a prerequisite to receiving their RAIC.
In addition to the RAIC Enrolment System and cards, CATSA provides the Biometric Verification and Security Clearance Validation devices used to confirm the right and need of non-passengers to enter the Restricted Area. The RAIC credential stores iris and fingerprint biometric identifiers of the cardholder that are used to verify identity when entering the Restricted Area.
CATSA currently has a deployed fleet of over four hundred (400) RMBRs used to carry out the Biometric Verification and Security Clearance Validation for Restricted Area access. The current RMBR has reached the end of its lifecycle and will not be maintained beyond December 31, 2022.
In this context and to meet the future requirement for replacement RMBRs as expressed in the sections that follow, CATSA is seeking:
- A replacement RMBR with docking stations for charging and wired Ethernet network connectivity
- Hardware configuration, repair and replacement services for the RMBR
- Inventory management of all RMBR
- Development of a custom RAIC Mobile application for use on the RMBR
- Development of a Lists Data Service that will communicate with the RMBR units for list, log and configuration synchronization.
- Support and maintenance of the RAIC Mobile application, RMBR components and the Lists Data Service.
5. Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of five years, renewable for three additional periods of one year at CATSA’s sole option.

The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7. Mandatory Requirements
M1. The Bidder must certify that its Solution supports the current state system as described in Schedule A, section 8 of the RFP.

10.0 Trade Agreement
This procurement is subject to:
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and The Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
11.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
