Notice of Proposed Procurement constituting a Notice of Intended Procurement and Summary Notice under CETA/Canada-UK TCA, and a Tender Notice under the CFTA
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2.0 Description
The Canadian Air Transport Security Authority (“CATSA”) has a requirement to establish up to three contracts (up to one per Category) for the provision of a leadership development training program including but not limited to design/adaptation of learning material, documentation, self-assessment tools, and related professional services to support the delivery and ongoing maintenance of the program in the following “Categories”:
Category 1: Individual Contributions;
Category 2: New Leaders;
Category 3: Advanced Leadership,
on an as and when required basis, for an initial term of five years, renewable for three additional periods of one year, at CATSA’s sole and absolute discretion, as further described in Schedule “A” (Statement of Work).
Bidders are to submit one proposal only regardless of whether bidding for one or more Categories in response to this RFP. Each Category will be evaluated separately and independently, which may result in a bidder being awarded a Contract for one or more Categories as described in Schedule “B” (Evaluation and Selection Process).

3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into up to 3 non-exclusive Contracts.
4.0 Estimated Quantity of Services
During the term of the Contract(s), CATSA may, subject to the availability of funding, purchase Leadership Development Programs and Related Services on an as and when required basis, via purchase orders issued under the Contract(s).
By responding to the RFP, bidders acknowledge that: CATSA cannot commit to purchase any quantity of services until a purchase order is issued in accordance with any resulting Contract(s).
5.0 Term of Resulting Contract(s)
It is anticipated that the term of any resulting Contract(s) will be for an initial term of five (5) years, renewable for an additional three (3) periods of one (1) year each at CATSA’s sole option.
As this is anticipated to be a recurring Contract(s) it is CATSA’s intention to issue a notice of intended procurement in respect of a new RFP prior to the expiry of the term of the resulting Contract(s).
6.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals/responses must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
7.0 Certifications and Additional Information
Bidders must provide the required certifications and additional information to be considered for award of a contract.
The certifications provided by bidders are subject to verification by CATSA at all times. Unless specified otherwise, CATSA will declare a proposal non-responsive, or will declare a contractor in default if any certification made by the bidder is found to be untrue, whether made knowingly or unknowingly, during the proposal evaluation period or during the term of any resulting contract.
CATSA will have the right to ask for additional information to verify the bidder’s certifications. Failure to comply and to cooperate with any request or requirement imposed by CATSA will render the proposal non-responsive or constitute a default under any resulting contract.

8.0 Rated Requirements
The RFP contains details of the rated requirements.
9.0 Contractor Selection
Step 1: Evaluation of Rated Requirements (92 Points)
Technical Offers will be evaluated against the Rated Requirements, as outlined in Schedule “C” (Technical Offer Requirements and Evaluation). Technical Offers will be assigned a score for each rated requirement to establish a Step 1 “Technical Score”. The maximum Technical Score is ninety-two (92) points.
At the end of Step 1 (Evaluation of Rated Requirements), CATSA will establish a shortlist of up to the top three (3) bidders for each Program with the highest Technical Scores that have met the minimum score for R1 (Program) of Part 2 (Program Specific Rated Requirements) (a minimum of forty-five (45) out of a possible seventy (70) points) of Schedule “C” (Technical Offer Requirements and Evaluation) and are within a twenty percent (20%) range of the highest Technical Score for the Program being evaluated. Only the bidders meeting these criteria will be eligible to proceed to the next step of the evaluation and selection process. For additional clarity, a bidder that has submitted a proposal for more than one (1) Program may have one (1) of the Programs shortlisted while another fails to meet the criteria to receive further consideration.
Step 2: Presentation
The bidders shortlisted at the end of Step 1 will proceed to Step 2 (Presentation).
The bidder’s Presentation (as defined in Section 4.1 of Schedule “C’ (Technical Offer Requirements and Evaluation) will be evaluated against the Rated Presentation Requirements, as outlined in Section 4 (Rated Presentation Requirements) of Schedule “C” (Technical Offer Requirements and Evaluation), and will require the bidder to tangibly demonstrate its compliance to CATSA’s requirements as described in Schedule “A” (Statement of Work), as well as address any questions regarding the technical portion of its Technical Offer. Presentations will be assigned a score for each rated requirement to establish a Step 2 “Presentation Score”. The maximum Presentation Score is thirty-five (35) points.
If a bidder is shortlisted for more than one (1) Program, it will only be required to complete one (1) Presentation. CATSA will advise the bidder at the time that it is invited to Step 2 (Presentation) which of the proposed Program(s) have been shortlisted to Step 2 and if more than one (1) Program has been shortlisted, the bidder may choose to facilitate the unit of learning from any of those shortlisted Programs. Details regarding the requirements for Presentations are provided in Section 4 (Rated Presentation Requirements) of Schedule “C” (Technical Offer Requirements and Evaluation).
At the end of this Step 2 (Presentation), the bidder’s Technical Score and Presentation Score will be combined to establish a “Total Technical Score”. If a bidder was shortlisted for more than one (1) Program, its Presentation Score will be combined with each shortlisted Program’s Technical Score in order to establish a Total Technical Score for each applicable Program. Any bidder achieving a Total Technical Score that is not within a twenty percent (20%) range of the highest Total Technical Score for the Program being evaluated will not be eligible to proceed to the next step of the evaluation and selection process. In the event that a shortlisted bidder is eliminated following Step 2 (Presentation), no additional bidders will be added to the shortlist.
Step 3: Evaluation of Financial Offer
Financial Offers will be evaluated and assigned an “Evaluated Price” in accordance with Schedule “D”, (Financial Offer Requirements and Evaluation).
Step 4: Recommendation of Award
For each of the three (3) Programs listed in Schedule “A” (Statement of Work), CATSA intends to recommend a bidder for award of a contract based on the following methodology.
The proposal with the highest Weighted Score for each Program, as determined by combining the bidder’s Total Technical Score and Financial Score will be recommended for award of a contract without limitation to any other provision in this RFP, including but not limited to Section 11 (CATSA’s Reserved Rights).

10.0 Trade Agreement
This procurement is subject to:
- Chapter Nineteen (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA);
- The Canada-United Kingdom Trade Continuity Agreement; and
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
11.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
