Notice of Proposed Procurement
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Standing Offer Value

2.0 Description
Through this RFSO process, it is CATSA’s intention to enter into up to two non-exclusive standing offer arrangements with Eligible Bidders for the supply of PBS CT Screening Systems, and to proceed with purchases from the higher ranked Eligible Bidder, as and when required for national deployment at airports in Canada, as CATSA determines necessary during the term of the arrangement. It is CATSA’s intention that it may purchase PBS CT Screening Systems from the second ranked Eligible Bidder, only if CATSA determines that to do so is in CATSA’s best interests.
The RFSO will contain more details on the process and statement of requirements describing the various aspects of CATSA’s needs in greater detail.

3.0 Procurement Method
This NOI establishes an Open Tendering process through which companies will be prequalified to receive the subsequent Request for Standing Offers (“RFSO”). The RFSO will establish a Selective Tendering process to enter into up to two non-exclusive Standing Offers.
4.0 Estimated Quantity of Goods and Services
For planning purposes only, CATSA estimated two hundred forty (240) units of PBS CT Screening Systems for delivery in various quantities to such airport(s), checkpoint(s) or other location(s), as required by CATSA in its sole and absolute discretion, over the Term of the Contract. CATSA expects an initial requirement for up to twenty (20) units in the first year of the contract, with the first two units to be delivered no later than eight weeks from issuance of the purchase order(s). These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any units.
By responding to the NOI, companies acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Standing Offer(s) is entered into; and (ii) CATSA cannot commit to purchase any quantity of goods/services until a purchase order is issued in accordance with any resulting Standing Offer(s).
5.0 Term of Resulting Standing Offer(s)
It is anticipated that the term of any resulting Standing Offer(s) will be for an initial term of five years, renewable for two additional period of five years at CATSA’s sole option.
6.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7.0 Minimum Eligibility Requirements
Minimum Eligibility Requirements to Participate in the RFSO for the Supply of PBS CT Screening Systems
In order to be eligible to participate in the RFSO, a Company MUST demonstrate that it meets the requirements described below.
The Company MUST:
- complete and submit to CATSA the Statement of Eligibility, attached as Schedule “A”, and provide supporting documentation to confirm the eligibility requirements listed below:

- The proposed PBS CT Screening System is certified by the Transportation Security Administration (“TSA”) to the APSS Detection Standard Version 6.2 Level 0 or higher as of the Deadline for Submission of NOI Response;
and
-
- The proposed PBS CT Screening System is certified by the European Civil Aviation Conference (“ECAC”) to the Explosive Detection Systems for Cabin Baggage standard C3 as of the Deadline for Submission of NOI Response;
and
- provide a duly executed confidentiality agreement in the form attached as Schedule “B”.
8.0 Rated Requirements
The RFSO will contain details of the rated requirements.
9.0 Contractor Selection
Eligibility to participate in the RFSO is conditional upon a Company demonstrating compliance with the Minimum Eligibility Requirements listed in Section 7 above. Following the RFSO, CATSA intends to recommend up to two bidders for award of the resulting Standing Offer(s) based on the following methodology.
Up to the top two proposals with the highest Weighted Scores as determined by combining the bidder’s Technical and Financial Scores will be recommended for award, subject to security requirements assessments, and without limitation to any other provision in the RFSO, including but not limited to CATSA’s Reserved Rights.
10.0 Trade Agreement
This NOI and the intended procurement by CATSA for PBS CT Screening Systems is related to security screening; therefore, the Canadian Free Trade Agreement (“CFTA”), the Canada-United Kingdom Trade Continuity Agreement, and the Canada-European Union Comprehensive Economic and Trade Agreement (“CETA”) do not apply to this NOI and the intended procurement process.
11.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
