ADVANCE CONTRACT AWARD NOTICE
The Canadian Air Transport Security Authority (“CATSA”) has a requirement for the provision of up to twenty-three (23) Model No. KRONOS INTOUCH 9100 H4,STANDARD, KR B/C) and Model No. KRONOS ID TOUCH PLUS OPTION FOR H3/H4 INTOUCH and associated maintenance and support (collectively “clocks/readers”). The purpose of this Advance Contract Award Notice (“ACAN”) is to signal CATSA’s intention to direct purchase order(s) under an existing contract for clocks/readers to Kronos Canadian Systems Inc., 3535 Queen Mary Road, Suite 500, Montréal, Québec, H3V 1H8.
Before directing purchase order(s) however, CATSA would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this ACAN, by submitting a statement of capabilities during the fifteen (15) calendar day posting period.
If other potential suppliers submit a statement of capabilities during the fifteen (15) calendar day posting period that meet the requirements set out in the ACAN, CATSA may proceed to a competitive process.
If no other supplier submits, on or before the closing date, a statement of capabilities meeting the requirements set out in the ACAN, a contract will be awarded to the pre-selected supplier named above.
- Background
CATSA has a requirement to procure clocks/readers, as the existing Kronos clocks/readers are end of life, and are no longer available for purchase by CATSA. The clocks/readers will be used to collect and transfer time and attendance data to the Kronos Workforce Central v8.0 database in real-time. The clocks/readers must interface and work seamlessly with Kronos Workforce Central v8.0.
CATSA has acquired the existing clocks/readers from Kronos from a number of prior procurements. CATSA requires the clocks/readers to maintain functionality of its time tracking system and integrated time tracking and invoicing system. Not having clocks/readers available for break-fix would put CATSA systems at risk.
The purchase orders will be issued between July 31, 2021 and April 1, 2023.
The estimated aggregate value of purchase order(s) is $132,000.00 CAD, including hardware, shipping and maintenance and support excluding applicable taxes.
- Minimum Essential Requirements
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements: It can (a) provide clocks/readers that will interface and work seamlessly with Kronos Workforce Central v8.0 including that they can fully interoperate without diminishing functionality of CATSA’s time tracking system and integrated time tracking and invoicing system, in particular, with respect to real-time data transfer; (b) provide time and attendance capabilities, specifically real-time data transfer; and (c) it has all necessary rights and expertise to supply such.
- Justification for the Pre-Selected Supplier
Kronos was selected to ensure full interoperability with existing goods, software, or services since there are no known alternative sources of supply, for the above noted products. To CATSA’s knowledge, only Kronos clocks/readers can fully interoperate without diminishing functionality of CATSA’s time tracking system and integrated time tracking and invoicing system, in particular, with respect to real-time data transfer.
- Statement of Capabilities
Suppliers who consider themselves fully qualified and available to meet the specified requirements above, may submit a statement of capabilities in writing to the Procurement and Contracting Advisor identified in this ACAN, on or before the closing date of this ACAN. The statement of capabilities must clearly demonstrate how the supplier meets the requirements above.

- Closing Date
The closing date and time for accepting statements of capabilities is noted in the details section of this ACAN.
Statements of capabilities are to be submitted by MERX Electronic Bid Submission (“EBS”) system at www.merx.com to the attention of Isabelle Pelletier, Senior Advisor, Procurement and Contracting.
The largest file that may be submitted to the MERX EBS system is 500MB. There is no limit to the number of files that may be submitted. An e-bid confirmation number will be provided by the MERX EBS system to the applicable bidder upon successful completion of submitting its e-bid documents.

CATSA may cancel this ACAN before the closing date set out above. If the ACAN is cancelled for any reason before the closing date, a notice will be posted on MERX advising of the cancellation.
CATSA retains the right to negotiate with suppliers on any procurement.
