Constituting a Tender Notice under the CFTA
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 2.0 Description
Insurance Brokerage Services and Related Advisory Services
3.0 Procurement Method
This RFP establishes an Open Tendering process to enter into a non-exclusive Contract.
4.0 Estimated Quantity of Services
CATSA’s estimated immediate requirement is for a contract term of three years of insurance brokerage services for delivery before October 1, 2021.
During the term of the Contract, CATSA may, subject to the availability of funding, purchase up to an estimated additional 2 optional years of one year each of insurance brokerage services on an as and when required basis, via purchase orders issued under the Contract.
By responding to the RFP, bidders acknowledge that: (i) the foregoing are estimates only and are subject to change, in CATSA’s sole and absolute discretion, at any time, up to and including any time after any resulting Contract is entered into; and (ii) CATSA cannot commit to purchase any quantity of goods/services until a purchase order is issued in accordance with any resulting Contract.
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities.
5.0 Term of Resulting Contract
It is anticipated that the term of any resulting Contract will be for an initial term of three years, renewable for an additional period of two years at CATSA’s sole option.

The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.

7.0 Mandatory Requirements

Bidder must demonstrate its firm is licensed to conduct business as an insurance broker by The Financial Services Commission of Ontario or by an entity of equivalent authority in another Canadian province or territory.
To demonstrate compliance, Bidder must provide evidence in the form of a copy of a valid license issued to the Bidder’s firm and should provide the exact location where proof can be found within its Technical Offer.

Bidder must demonstrate its firm (the Bidder or its corporate affiliate, being a parent, subsidiary or entity sharing common ownership with the Bidder) has successfully placed a minimum of US$1.5B (or an equivalent amount in another currency, based on the exchange rate at the time it was placed) in Aviation War Risks Insurance in the last five years, as of the Deadline for Proposals, for a client in Canada, the USA, the United Kingdom (UK), or the European Union (EU).

13.0 Language
A French language version of the RFP will be made available upon request.
Proposals may be submitted in either the English or French language.
