Notice of Proposed Procurement constituting (i) a Notice of Intended Procurement and Summary Notice under CETA/Canada-UK TCA, and (ii) a Tender Notice under the CFTA)
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Standing Offer Value
$2,966,000
2.0 Description
The Canadian Air Transport Security Authority (“CATSA”) has a requirement to establish up to twelve (12) Standing Offers (up to three per Category) for the provision of Information Technology (“IT”) Professional Services, including but not limited to, the following “Categories”:
Category 1: Information and Data Management;
Category 2: IT Systems;
Category 3: Business Intelligence; and
Category 4: IT Service Desk,
on an as and when required basis, for a period of up to three years, as further described in Schedule “A” (Statement of Work).

3.0 Procurement Method
This RFSO establishes an Open Tendering process to enter into up to twelve (12) non-exclusive Standing Offers.
4.0 Estimated Quantity of Services
During the term of the Standing Offer(s), CATSA may, subject to the availability of funding, purchase IT Professional Services on an as and when required basis, via purchase orders issued under the Standing Offer(s).
By responding to the RFSO, bidders acknowledge that CATSA cannot commit to purchase any quantity of services until a purchase order is issued in accordance with any resulting Standing Offer(s).
These estimated requirements are for informational purposes only and do not represent a commitment by CATSA to buy all or any quantities.
5.0 Term of Resulting Standing Offer(s)
It is anticipated that the term of any resulting Standing Offer(s) will be three years.
As this is anticipated to be a recurring requirement, it is CATSA’s intention to issue a notice of intended procurement in respect of a new RFSO prior to the expiry of the term of the resulting Standing Offer(s).
6.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the “Dates” section above. CATSA may extend either or both of such dates.
Questions and proposals/responses must be submitted through the MERX Electronic Bid Submission system at www.MERX.com.
7.0 Mandatory Requirements
There are no mandatory requirements for this RFSO
The bidder must submit evidence or a copy of its valid FACILITY SECURITY CLEARANCE (FSC) at the SECRET level, issued or approved by the Canadian Industrial Security Directorate (“CISD”), Public Services and Procurement Canada (“PSPC”).
8.0 Rated Requirements
The RFSO contains details of the rated requirements.
9.0 Contractor Selection
Subject to Schedule “G” (Security Requirements Assessments), from this RFSO, CATSA intends to recommend award of a Standing Offer to up to the top three bidders with the highest Total Technical Scores for each Category that are within a twenty percent (20%) range of the highest Total Technical Score for the Category, for each of Categories 1, 2, 3, and 4 without limitation to any other provision in this RFSO, including, but not limited to Section 11 (CATSA’s Reserved Rights).
Category 1 - Information and Data Management;
Category 2 - IT Systems;
Category 3 - Business Intelligence; and
Category 4 - IT Service Desk.
Any bidder may be awarded a Standing Offer for any one, any two, any three, or all four Categories.
A bidder awarded a Standing Offer for any of the foregoing Categories is a Qualified Bidder for the purpose of that Category or those Categories only (a “Qualified Bidder”).
Prior to award, and as a condition precedent to award of a Standing Offer, CATSA will, for each bidder selected for recommendation of award of a Standing Offer, assess the bidder’s ability to meet the Security Requirements applicable to a Standing Offer specified in Appendix “A-1”, and in accordance with Schedule “G” (Security Requirements Assessments).
10.0 Allocation of Tasks/Requirements
See RFSO for details of allocation of tasks/requirements.
11.0 Trade Agreement
This procurement is subject to:
- Chapter Nineteen (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA);
- The Canada-United Kingdom Trade Continuty Agreement; and
- Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
12.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
