Notice of Proposed Procurement
1.0 Introduction
The Canadian Air Transport Security Authority (“CATSA”) is a Crown corporation with headquarters at 99 Bank Street, Ottawa, Ontario, Canada, K1P 6B9. CATSA is responsible for the delivery of consistent, effective and efficient screening of passengers and non-passengers in designated airports. 1.1 Estimated Standing Offer Value
$4,300,000
2.0 Description
CATSA has a requirement to establish up to an initial twelve (12) Standing Offers (up to three per Category), and up to an additional four Standing Offers (up to one per Category) during each subsequent annual qualification opportunity, for the provision of Information Management and Information Technology Services, including but not limited to the following "Categories":
Category 1: Information and Data Management;
Category 2: IT Systems;
Category 3: Business Intelligence; and
Category 4: IT Service Desk
on an as and when required basis, for a period of up to five years from the effective date of the initial resulting Standing Offers. For details see the RFSO.
3.0 Procurement Method
This RFSO establishes an open tendering process to enter into up to an initial twelve non-exclusive Standing Offers, and up to an additional four non-exclusive Standing Offers in each subsequent annual qualification opportunity.
4.0 Estimated Volume of Services
During the term of the Standing Offer(s), CATSA may, subject to the availability of funding, purchase information management and information technology services on an as and when required basis,
via purchase orders under the Standing Offer(s).
By responding to this RFSO, bidder acknowledges that CATSA cannot commit to purchase any volume of services until a purchase order is issued in accordance with any resulting Standing Offer(s).
CATSA makes no commitment or representation that a minimum level of business or any level of business will result from a Standing Offer.
5.0 Term of resulting Standing Offers
It is anticipated that the term of any resulting Standing Offers will be for a term of five years from the initial award date from this RFSO process.
6.0 Address for Submission of Questions and Proposals/Responses; Question Acceptance Deadline and Closing Date
The question acceptance deadline and the closing date are set out in the "Dates" section above. CATSA may extend either or both of such dates.
7.0 Mandatory Requirements
There are no mandatory requirements for this RFSO.
8.0 Rated Requirements
The RFSO contains details of the rated requirements.
9.0 Contractor Selection
Subject to "Schedule G" (Security Requirements Assessments) from this initial RFSO, CATSA intends to recommend award of a Standing Offer to up to three bidders per Category, with the highest Total Technical Scores within the twenty percent (20%) range of the highest Technical Score, without limitation to any other provision contained in this RFSO.
Prior to award, and as a condition precedent to award of a Standing Offer, CATSA will, for each bidder selected for recommendation of award of a Standing Offer, assess the bidder's ability to meet the Security Requirements applicable to a Standing Offer specified in Appendix A-1 of Schedule "A" (Statement of Work) of this RFSO, in accordance with Schedule "G" (Security Requirements Assessments).
Any bidder may be awarded a Standing Offer for any one, any two, any three, or all four Categories.
10.0 Trade Agreement
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
11.0 Use of MERX
CATSA will only use MERX as its web-based forum to post solicitations. As such, the attached procurement document has only been posted on MERX, and all related documents, notices, addendums, and questions and responses thereto will only be posted on MERX.
